Description

The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Royal Society of Chemistry in London for the purchase of archival back files covering 1841-2004 to add to the existing collection of journals currently being used in the NIST research library by scientists for chemical research. NIST currently has a limited collection of articles from 1997 to present; however, to do thorough research, the scientists must have access to older publications where basic chemical research has been published. As these articles are published by the Royal Society of Chemistry and proprietary rights to all articles they publish, the Royal Society is the only source that can provide these required archives to expand the existing library. Delivery terms shall be FOB Destination, Gaithersburg, MD. Delivery is required within 45 days after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 519120, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by January 29, 2010. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
