- The U.S. Coast Guard Surface Forces Logistics Center (SFLC) Icebreakers, Buoy and Construction Tenders Product Line (IBCT PL) has a requirement to acquire Radar Scan Converter Circuit Card Assemblies, P/N 1721817-102, part of the AN/SPS-73 Radar System, used for detecting and tracking vessel movement. It is anticipated that a non-competitive, fixed price, sole source contract will be awarded to Raytheon Company, the Original Equipment Manufacturer. It is the Government’s belief that only Raytheon Company possesses the required capabilities to successfully manufacture these Circuit Card Assemblies and can insure compatibility. NOTE: NO DRAWINGS, SPECIFICATIONS OR SCHEMATICS ARE AVAILABLE FROM THIS AGENCY!! The U.S. Coast Guard does NOT possess the data rights to the specifications, drawings and other technical data. All data, specifications, drawings and software are proprietary to Raytheon Company. It is the Government’s intention to solicit and negotiate only Raytheon Company or their authorized distributors. Concerns having the expertise and required capabilities to furnish the items are invited to submit complete and current information discussing their capabilities within 10 calendar days from the date this notice is posted. The following information must be provided and must include sufficient detail to allow the Coast Guard to evaluate the acceptability of the offered system and components: 1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical functional characteristics) or 2) data that offered parts have been satisfactorily manufactured for the Government or the original equipment manufacturer. 3) Evidence as an authorized distributor for Raytheon Company. No cost or pricing is required. This is not a solicitation or a Request for Proposals. This is a request for information only. Inquiries/information received after the established deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1.
