- This is a Sources Sought announcement only. This synopsis is issued for the sole purpose of the 55th Contracting Squadron to conduct Market Research in accordance with FAR Part 10. This effort is to seek qualified sources capable of providing services for the following requirements: Install and Test Information Assurance Requirements: The following is a compilation of tasks required for the Joint Integrated Satellite Communications (SATCOM) Tool (JIST) Information Assurance (IA) and installation for the government at Offutt Air Force Base, Nebraska, and Peterson Air Force Base, Colorado. The requirements listed are based upon a task-level analysis and may require additional technical activity at the code level. Information Assurance Requirements: A requirement exists to complete an evaluation and submission of the manual Application Services Security Technical Implementation Guide (STIG) Checklist in support of completion of the Plan of Action & Milestones (POA&M). Complete manual application of Internet Explorer 7 (IE7) STIG and associated checklists as it applies to IE8 and log on POA&M. Finalize and acquire support agreements for systems installed at both locations including any memorandum of agreements required by the IA process. Complete a POA&M review and approval process to achieve an Approval to Operate (ATO)/Interim Approval to Operate (IATO)/ and/or Interim Approval to Test (IATT). Update the POA&M and Information Assurance approval documentation as issues are resolved. Installation Requirements: Finalize the following activities at the Offutt AFB location, and perform a complete installation of JIST Oracle application(s), database(s), and Microsoft Windows based servers at the Peterson AFB locations. The Peterson AFB install will be consistent with STIG settings resolved during the installation of JIST servers at the Offutt AFB location. Install Public Key Infrastructure (PKI) certificates on the application servers at both locations. Acquire supplemental hardware to ensure the Peterson AFB monitor and keyboard are compatible with JIST servers. Attach all hardware to the Secure Internet Protocol Router Network (SIPRNET) and debug any associated network issues. Synchronize data and application servers to include a failover test between databases. A requirement exists for the following interconnection tests to be conducted in Extensible Markup Language (XML): • Test of JSMPS - JIST interconnection • Test of IW application - IW interconnection Following all Information Assurance approval and installation requirements, an operational evaluation of the deployed JIST synchronized system is required to test all features for all bands supported. In addition, a requirement exists to finalize and distribute all Computer Software End Product Items (CSEPI) including final documentation, code, and installation routines. This requirement is being set-aside for small business concerns. The applicable NAICS code is 541511; the NAICS size standard is $25M. Period of Performance: Base period, 1 February 2010 through 30 September 2010. Requests respondents capable of performing this effort furnish a capability package of no more than 3 pages no later than 7 days from the date of this posting. Please include company name, address telephone number, point of contact with e-mail address, business size, DUNS number, CCR registration number, Federal Cage code, general description of the company with proven ability to meet requirements in the draft statement of work or description of similar contracts. The description of contracts should include agency name, contract number, dollar magnitude, performance period, and points of contact with current telephone number.
