- Solicitation #: W91A2K-9352-2032 Special Notice Subject: Intent to award a contract to Colgen LP DESCRIPTION: Under the authority of FAR 13.106-1 (b), in conjunction FAR 13, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760 5011, on behalf of the Combat Feeding Directorate, intends to negotiate and award a contract to Colgen LP, located at 170 PR 1731, Mico, TX 78056 to provide short-term external review for Future Soldier Initiative activities. The intent is to award 1 contract to procure services of senior subject matter expertise on the basis of Other than Full and Open Competition. The purpose is to procure these services for observing Future Soldier Initiative (FSI) Capability Exercise for the military. NATURE AND DESCRIPTION OF SERVICES REQUIRED TO MEET AGENCY NEEDS: The Natick Soldier Research, Development and Engineering Center (NSRDEC) is seeking subject matter expertise of an individual with senior land warfare including Army operational, and program formulation expertise to provide short-term external review for Future Soldier Initiative activities. NSRDECs Future Soldier Initiative (FSI) explores science and technologys role in enabling future Soldier capabilities for full spectrum operations. The FSI is charged with igniting the imagination and sparking discussion on how current and emerging research can provide the Soldier and Small Combat Unit unmatched capabilities to effectively operate in the complex environment of Persistent Conflict and Full Spectrum Operations as discussed in Army Field Manuals 3-0 and 7-0. The FSI objective is pursued, in part, through a capability exercise (CapEx) process that utilizes structured scenarios that will support exploration of current and future capabilities by examining the actions and reactions of role players representing Soldiers, opposition forces, and the local populace with various defined parameters. Data collected during the CapEx process is then analyzed along with science & technology development trends to identify opportunities for aligning future Soldier capability needs and technology development. Tasks: a.The contractor shall provide senior subject matter expertise to serve as an external observer of the FSI Capability Exercise on 10-11 February 2010 including related pre and post-CapEx activities. Contractor observations and recommendations shall be focused on improving the CapEx process and identifying potential opportunities for increased strategic alignment with strategic partner organizations in the area of land warfare. b.The contractor shall provide external review to NSRDEC FSI and its Army and DoD partners as they seek to align FSI activities and processes within the existing and emerging Soldier and Small Combat Unit operational environment. Deliverables: Contractor shall provide up to two (2) personnel to serve as observers during the FSI CapEx scheduled for 10-11 February 2010 at the Natick Soldier Systems Center in Natick, MA. At the conclusion of the exercise, the contractor shall provide a written report on observations and recommendations in line with the relevant task above. DEMONSTRATION THAT CONTRACTOR IS THE ONLY SOURCE AVAILABLE: Retired Major General (Dr.) Robert Scales, is one of the nations foremost and respected authorities on land warfare. He is a noted scholar and author who is recognized for his insights on history and the development of soldier requirements. General Scales (Ret) and Colgen, LP (for which he is founder and CEO) have extensive experience in the area of work required by the Future Soldier Initiative and has previously conducted similar research for DASA (R&T), the Army, and Marine Corp. Colgen is the only known source available within the expected period of performance, with the relevant operational, programmatic, and strategic knowledge and experience applicable to the complex objectives and tasks set forth for the Future Soldier Initiative. DESCRIPTION OF THE MARKET RESEARCH THAT WAS CONDUCTED AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: The market research is based on internal government expert review of the available sources with the requisite knowledge and experience to provide the necessary subject matter expertise and review. The urgency of the requirement precludes external sources sought notice at this time. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: The proposed contract is a small, short duration contract with limited scope. The requirements for the subject services is urgent based on the planned 10-11 Feb 10 CapEx, for which the contract will provide external review. CapEx dates are dependent on the availability of supporting Soldiers. A STATEMENT OF THE ACTIONS IF ANY THAT AN INTERESTED PARTY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED: The government is currently developing a strategy for identifying long term requirements for similar and related services. As part of that review, the government will seek to identify other potential sources and solicit competitively for future long-term contracts with similar requirements within mission requirements.
