- THIS CONTRACTING ACTION IS BEING OFFERED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT. The Forest Service has a requirement for roof replacement on five historic buildings located in the Kootenai National Forest in Montana. The contractor shall furnish all labor, equipment, transportation, supervision, operating supplies, materials and incidentals necessary to remove existing roofs and roof sheathing as needed and install new roofing with cedar shingles. No pre-quote site visit will be conducted but offerors are encouraged to visit the site. Offerors are also encouraged to review Federal Acquisition Regulation (FAR) provision 52.236-3, Site Investigation and Conditions Affecting the Work (Apr 1984). Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government. For additional information regarding the site, contact Rob Malyevac from the Kootenai National Forest at 406-283-7669. The project cost estimate is between $25,000 and $100,000. Davis Bacon wage rates will apply. The timeframe to start is June 15, 2010 for Fairview and Ant Flat. Meadow Peak cannot start until Spring 2011, and Sex Peak Lookout must be completed between July 11, 2011 and August 12, 2011. Work will begin after issuance of the Notice to Proceed (NTP). All responsible sources may submit a quote which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the offeror will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the Internet at http://www.ccr.gov//. The solicitation package is anticipated to be available electronically on February 1, 2010 with an anticipated closing date of March 3, 2010. This contract action will be full and open IAW FAR Part 19.10, Small Business Competitiveness Demonstration Program. NOTE: THIS PRE-SOLICITATION HAS A DUE DATE THAT IS FOR PLANNING PURPOSES ONLY. THE OFFICIAL DUE DATE WILL BE INDICATED IN THE REQUEST FOR QUOTE. ARRA Requirement: The Awardee will be subject to Section 1512(c) of the American Recovery and Reinvestment Act which requires each contractor to report on its use of Recovery Funds under the awarded contract.
