- In Vehicle Event Recorder Scope: Growing from its origins in 1954 to over 217,000 vehicles in 2010, the General Services Administration Fleet (GSA Feet) is one of the largest non-tactical federal fleets in the United States Government. It includes automobiles, passenger vans, light, medium, and heavy trucks, buses and ambulances. GSA Fleet’s responsibilities have increased due to rapid fleet growth, and will meet these demands with the application of innovative solutions, technologies, and the best available fleet management techniques. GSA Fleet is evaluating different types of data collection technologies to improve driver safety and reduce accidents, collision, and incidents to our vehicles. GSA customers do not have good visibility on their driver’s behavior. GSA Fleet’s customer agency’s have the need for an onboard video vehicle event recorder. This type of device has the potential to increase safety as well as reduce operating costs. Service required: GSA Fleet is seeking to perform a pilot with a sample of GSA Fleet vehicles with one of the existing available commercial technologies using an onboard video vehicle event recorder and a web-based review system. The vendor shall also provide training on how to coach drivers that are identified as poor performers. The length of the pilot will be approximately 16 weeks. The Contractor shall provide all labor, resources, equipment, management and oversight to provide this technology. Requirements: The contractor shall be responsible for providing all labor, resources, management, and oversight to accomplish the following tasks: •Install onboard vehicle event recorders in each of the vehicles identified to participate in the pilot. Event recorders must automatically transmit data wirelessly. •Provide a web based application to allow for users to view recorded driver events and training on how to use the web application. •Provide review services of collected events and provide copies of the video, along with written professional assessment of the incident to the individual designated by the customer agency. •Test the equipment to assure that information is properly being downloaded. •Provide both customer agency fleet managers and GSA Fleet with detailed recorded vehicle event reports. •Provide technical assistance and troubleshooting for both the vehicle equipment and web-based services at no additional cost. Deliverables: •Provide both customer agency fleet managers and GSA Fleet with recorded event reports. These reports must be provided in an electronic medium on a weekly basis to the Program Manager identified below and shall include: oVehicle year, make and model for each event oDate and time of driver coaching if required oNumber of events collected per vehicle oNumber of events collected for all vehicles oDate and time of events oStatistical analysis to show whether the product may be leading to improved safety and driver awareness – including charts and graphs if appropriate oCumulative Data Reports as well as weekly data reports so that, as an example, week 4 of the pilot provides the above data just for week 4 and a separate report will provide data for all weeks (1 through 4) so trend analysis can be performed. oFinal report after the Pilot which shows the impact, if any, of the product.
