Description
This is a sources sought announcement for replacement of Hover Landing Lights and Flood Lights for the VH-3D and VH-60N helicopters. This sources sought is for preliminary planning purposes only. This notice does not constitute a Request for Proposal and shall not be construed as a commitment by the United States Government for any purpose other than market research. The United States Government is not at this time seeking proposals and will not accept unsolicited proposals. The United States Government is in no way liable to pay any companies or entities that respond to this announcement. No contract shall be awarded from this sources sought announcement. Information provided herein is subject to change. It is anticipated that this project will be a Firm Fixed Price contract. The United States Navy has a requirement for the replacement of the following components for VH-3D and VH-60N. The parts are as follows : 1. Hover Landing Light - Current P/N: 4582 2. Flood Light - Current P/N: Q4559 Proposed replacement lights should utilize a LED light source, be compatible with existing aircraft mounting fixtures, and have an operating life of at least 1000 hours. Replacement lights shall have equivalent Photometric Characteristics to the current parts. Replacement lights shall be capable of surviving high temperature, low temperature, sand and dust, salt spray, humidity, and helicopter vibration environments per MIL-STD-810G. Certification testing will be done in accordance with current Navy procedures. The contractor will be responsible for furnishing all materials, parts, tooling, labor, test equipment, technical manuals, and facilities. Interested businesses should submit a brief capabilities statement package (no more than 10 pages) demonstrating ability to provide the required parts and services listed in this announcement. If a draft and or solicitation are released, it will be synopsized on the Federal Business Opportunities website located at http://fedbizops.gov and will be made available on the NAVAIR Home page at http://www.navair.navy.mil/doing_business/open_solicitations/. It is the potential offerors responsibility to monitor these sites for the release of any follow-on information. No phone or email solicitations with the regard to the status of the RFP will be accepted prior to release. This synopsis is for market research only. The applicable NAICS code for this requirement is 336413. Companies shall submit responses to this synopsis by mail to Department of the Navy, NAVAL AIR SYSTEMS COMMAND, CONTRACTS DEPARTMENT (AIR 2.3.1.2), BLDG 2805, ATTN: Jeanette Moronta, Procuring Contracting Officer, 48202 Bronson RD, Patuxent River, MD 20670. One hard copy and two soft copy CD-ROM responses shall be received at this office no latter than 12:00 p.m. Eastern Time 16 February 2010 and reference this synopsis number on both the mailing envelope as well as on all enclosed documents. Due to the heighten security requirements, ADDITIONAL MAILING TIME maybe required for receipt of responses. Information and materials submitted in response to this request WILL NOT be returned. Interested companies should indicate weather or not they are a small, small disadvantaged, 8a, or large business. Proprietary information MUST be marked as such on a page by page basis. Classified material SHALL NOT be submitted. All responses shall included Company Name, Company Address, Company Business Size, and Points-of –Contact (POC) including name, phone number, fax number, and e-mail address.
