Description
The 6th Contracting Squadron (6 CONS) at MacDill AFB issues this Sources Sought Synopsis for information and planning purposes only. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. The purpose of this Sources Sought is to identify potential sources that are interested in and capable of providing repair for 30-Secure Telephone Equipment devices described herein. As a result of this Sources Sought, 6 CONS may issue a Solicitation/Request for Quote (RFQ). However, should such a requirement materialize, no basis for claims against 6 CONS shall arise as a result of a response to this Sources Sought (e.g., use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement.) GENERAL REQUIREMENTS: The 6th Contracting Squadron is seeking vendors who can provide the following: Repair of 30 Secure Telephone Equipment, (STE), devices under Model number K10046389-514 to support USCENTCOM/CCJ6. The STE devices at a minimum, includes the following: The STE is a secure multimedia communication device that provides Integrated Services Digital Network connectivity, digital telephone, secure voice, high speed data encryption for secure video conferencing, transfer of secure fax and data files, gateway access into secure enclaves, and remote access secure data. The STE operates in both digital and analog modes allowing backward compatibility with existing secure communications equipment such as the Secure Terminal Unit. The STE provides a direct connection to tactical communications systems, incorporating Future Narrow Band Digital Terminal signaling to provide wireless and foreign interoperability. The STE provides interactive, multimedia encryption with commercially available PC, fax, or video equipment and incorporates commercial equipment modified by the addition of encryption technology to enable operational traffic at classified levels ranging from unclassified through Top Secret Sensitive Compartmented Information. The STE is certified as Type I by the National Security Agency (NSA). All DoD services and other Government agencies require the STE for secure communications. Interested parties will need to summarize their capabilities. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information, a detailed capabilities statement stating their experience in providing the same or similar work described in this notice, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business), business size, and a positive statement of interest to submit a proposal.
