Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, Florida is currently seeking Contractors with requisite capabilities to provide a broad range of research and development and contractor services to facilitate the customization and application of Human Performance Modeling and Assessment, (HPM&A) in order to satisfy future Navy mission human systems integration (HSI) measurement and evaluation requirements. Human Performance Modeling (HPM) analyzes underlying knowledge, skills and abilities (KSAs) to predict performance across a variety of systems and contexts. Human performance assessment capabilities includes the ability to accurately measure and analyze performance at different organizational levels, such as individuals, teams, units (or multi-teams), in multiple domains and across a variety of tasks, ranging from simple procedural skills like decision-making and to complex cognitive skills like situational awareness. Human performance assessment is an integral part of performance modeling. The challenges associated with HPM&A include (1) developing appropriate human performance measures for established HSI requirements, (2) developing innovative human performance modeling methods, to include social, behavioral, and cultural modeling, (3) determining the appropriate measurement verification and validation methods, (4) designing, developing, or selecting the appropriate hardware/software tools to support measurement and evaluation, and (5) developing decision making tools and training strategies for adaptability in response to adversarial intent. Potential Contractors shall possess the capabilities to (1) do requirements analysis, (2) develop strategies and approaches for human performance measurement, (3) create a broad range of methods for scenario generation, such as event or scenario-based performance measurement, rapid assessment techniques, and usability testing, (4) generate performance measurement data validation strategies, (5) select tools for measurement and evaluation, (6) evaluate reports which present performance assessments/summaries resulting from data analysis, (7) design innovative predictive modeling and (8) adaptive training for behavioral prototyping in, for example, culturally embedded environments. At this time, the Government plans to award an Indefinite Delivery/Indefinite Quantity Contract (IDIQC) to accommodate future HPM&A requirements. The place of performance will be at the Contractor’s Facility and at NAWCTSD. The highest level of classification that may be encountered while performing tasks is SECRET. Interested concerns are invited to submit a written summary of their capabilities in response to this notice by close of business, 29 January 2010. Responses to this notice should include, as a minimum, the following information: (1) Narrative description of current and previous research programs and tasks performed that relate to the research and development areas mentioned above; (2) Specific technical expertise and capabilities in the research and development areas mentioned above; (3) Technical and managerial qualifications (experience, facilities, staffing, etc.) to include experience in research and development related to Human Performance Modeling and Assessment, (HPM&A); (4) Past Performance and Experience on Government contracts of like or similar nature; (5) Proposed teaming arrangements; (6) Whether your company intends to bid as a prime or subcontractor (discuss work that will be subcontracted and indicate prospective subcontractors that will be utilized); and (7) The size or status of your company or team based on NAICS Code 541712 and the related small business size standard of 500 employees.
