Description
This modification is being issued as pending the availability of funds. The Centers for Medicare and Medicaid Services intends to negotiate and award a modification to contract HHSM-500-2009-00037C for the continued performance of EHR efforts as mandated by legislation stated below. The estimated cost of this modification is $2,400,000. On February 13th 2009, the House of Representatives and Senate approved the conference report for the American Recovery and Reinvestment Act (ARRA) of 2009. TITLE XXX of ARRA is related to HEALTH INFORMATION TECHNOLOGY AND QUALITY. PART 2 of TITLE XXX of ARRA is related to "APPLICATION AND USE OF ADOPTED HEALTH INFORMATION TECHNOLOGY. Subtitle A - Medicare Incentives ~ Sec. 4102 "Incentives for Hospitals". This section provides financial incentives beginning with 2011 for eligible subsection (d) hospitals and critical access hospitals (CAHs) that are meaningful EHR users, followed by financial penalties beginning in 2015 for eligible hospitals who are not meaningful EHR users. An eligible hospital that is a meaningful EHR provider could receive up to four years of financial incentives, beginning with fiscal year 2011. There will be no payments for EHR adoption that begins after 2015. As stated in ARRA legislation each agency must promote the usage of Health Information Technology Systems and Products that meet EHR standards. Currently, the method of collection of data for quality reporting is via a tool and abstracted data. This method must change to adopt the Electronic Health Record (EHR). This project will allow testing of the first 3 measure sets (out of 16 measures in total) that Healthcare Information Technology Standard Panel (HITSP) has specified in Quality Reporting Data Architecture QRDA format. In July 2009 CMS awarded a sole-source contract to the Iowa Foundation for Medical Care for the continued maintenance and operations of the Physician's Quality Reporting Initiative in accordance with the expanded legislation. (See posting dated July 15, 2009) During this period testing was conducted utilizing EHR. Steps were performed that included vetting, self nomination, authentication/authorization, submission applications, submission databases, EHR datawarehouse and test data. Due to their current experience with EHR and their ability to build on an existing platform thereby reducing the repetition of existing requirements and the time necessary for implementation, CMS intends to award a modification to the IFMC for the continued expansion of the EHR, pending the availability of funds. Due to the uncertainty of the future requirements, CMS will award a cost plus fixed-fee line item modification to the current HHSM-500-2009-00037C contract.
