- The government is tentatively planning on issuing a Request for Proposal (RFP) on or around 28 January, 2010, for a Firm-Fixed Price Construction Contract at Wilson Lake, Sylvan Grove, KS. Wilson Lake Project is located outside of Sylvan Grove, Kansas, near Kansas highways 232 and 181.. In general, the Scope of Work requires the removal, disassembly, repair, painting, reassembly and reinstallation of the service, emergency and low flow gates, hydraulic cylinders, bonnets (not removable), bonnet covers, passageways and vent pipe system within conduit, and stop logs. Media blasting and painting of the gates, hydraulic cylinders, ladders for hydraulic cylinders (including miscellaneous brackets, fasteners, etc.), bonnets, bonnet covers (including fasteners for attaching bonnet covers to the bonnets), passageways and vent pipe system within conduit and stop logs is a requirement of this work. Repair of the Babbitt sealing surfaces for the gates will be performed in this contract. The work in this contract requires expertise with portable cranes and rigging of large steel structures, experience with heavy construction activities, inspection of welds by a certified weld inspector, weld repair to AWS D1.1 standards using pre-qualified weld procedures, the possibility of having to qualify a weld procedure(carbon steel to cast steel), weld repair of thick cast steel members, precision machine work on both large and small components, media blasting and application of a vinyl paint system (applicator certified to SSPC-QP1 standards), experience with removal of lead based paint (certified to SSPC-QP2 standards), experience with rebuilding of large hydraulic cylinders and expertise in working in confined spaces (meeting OSHA The magnitude of this project is between $500,000.00 and $1,000,000.00. The NAICS code is 237990 with a size standard of $33,500,000.00. This solicitation will be a full and open RFP, with an award based on Low Price / Technically Acceptable criteria that will be published within the actual solicitation. The estimated duration of the project is 540 days after receiving the notice to proceed. This acquisition will receive funding through the American Recovery and Reinvestment Act of 2009 (ARRA). A pre-bid site visit is not currently scheduled. Additional information regarding site visits will be available in the solicitation package.
