- The due date for responses is hereby changed to 05 February 2010 at 2:00pm EST. GOVERNMENT RESPONSE TO QUESTIONS REQUEST FOR INFORMATION HSHQDC-10-Q-00048 14 JANUARY 2010 Question: From the [Request for Information], it is unclear whether you are interested in sensors for detecting IDM, analysis tools for signal analysis, dissemination networks, or some combination of these three areas. Can you please elaborate? DHS Response: DHS is researching Space-Based Positioning, Navigation and Timing (PNT) Interference Detection and Mitigation (IDM) technologies which will serve the broad needs of the Department, its component agencies, and other departments and agencies of the Federal government. The Sources Sought was issued to elicit information on innovative and efficient concepts and technologies which would provide DHS with insight into the current "state of the art" of technologies that could be integrated into a Space-Based PNT IDM from a system perspective. DHS is interested in sensors, analysis tools, network concepts, integration and other concepts and technologies for this capability. Vendors are encouraged to provide what they consider the best technical solution for DHS. Question: If you're interested in sensors, can you provide some guidance for quantity and target price? Would these sensors be able to process and analyze military (Y-code and M-code) signals, or only civilian signals? DHS Response: This Request For Information (RFI) is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any items and/or services contained in this RFI. Vendors are encouraged to provide what they consider as the best technical solution for DHS. Question: Can you clarify the extent to which each of the 18 CIKR sectors are affected by PNT interference? Clearly some, such as transportation, are critically affected, whereas others, such as water, are not really affected at all. DHS Response: There are no prescriptive requirements at this time for the 18 CIKR sectors and vendors are encouraged to provide the best solution for DHS. Question: Does DHS have access to IDM assets owned by other Govt entities, in particular sensors (ground, airborne, or space-based)? Please elaborate to the extent possible. DHS Response: The DHS is coordinating with other Federal Departments and Agencies on the coordinated use of existing and planned Federal capabilities to identify, locate, and attribute any interference within the United States. Vendors are encouraged to provide what they consider as the best technical solution for DHS.
