- TRUNKING SYSTEM THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation, but market research to determine potential sources for the upgrade of Langley AFB existing Land Mobile Radio (LMR) system and for a new trunked Land Mobile Radio (LMR) system at Ft Eustis Army Command, Virginia. Langley Air Force Base requires an updated, trunked land mobile radio (LMR) system to provide communications for joint basing requirement, base support personnel and local Government mutual aid. Langley Air Force Base requires a "turnkey" system to include the Engineering, Furnishing, Installation, and Testing (EFI&T) of equipment, site preparation, security implementation, training, and life cycle support of the fielded system. The system will operate in the narrowband digital mode, and comply with the Project 25 standards. The system shall be software based and readily accept software enhancements for technology updates. Updates may include performance enhancements, as well as new and optional features. The contractor shall provide all equipment, installation, configuration management, and services in support of the program. Services shall include: project management and systems engineering services in support of the design, system staging, site preparation/development, equipment installation and optimization, acceptance testing, training, and maintenance support for the system described in this requirements statement. The system shall provide Radio Frequency (RF) coverage for base support radio users operating mobile and portable radio units throughout Site boundaries to include Langley, AFB and Ft Eustis Army Command. The NAICS code for this procurement is 443112. This sources sought synopsis neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. Interested sources should respond to this synopsis by submitting (1) Name, Address, and phone number of the firm (including CAGE code); (2) Size status; (3) provide literature (qualification package) that describes their product technical capabilities; their understanding of trunking system requirements and their experience including support and training. The Government will assess prospective sources' potential based on the qualification packages provided. Firms considered by the Government to be most highly qualified to deliver trunking system (solution will be contacted by the PCO, and a list of such firms will be made available on the Federal Business Opportunities website. Firms considered by the Government not to be most highly qualified to deliver the trunking system will be afforded an opportunity to obtain the Government's rationale and offered the opportunity to provide additional information. Any interested source initially evaluated as not most highly qualified will be provided a copy of the solicitation upon request, should one be issued, and any offer submitted by such a firm would be evaluated without prejudice. Firms should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, and woman-owned small business, whether they qualify as socially or economically disadvantaged, and whether they are a U.S. or foreign-owned firm. Please note that FEDBIZOPPS will be the primary source of information for this acquisition. Interested parties should check FEDBIZOPPS for updates frequently.
