Description
Questions and Answers: Ques 1 When is the expected first class to be offered? Is the first class the 20th of Jan or is that just the contract date. Ans Period of Performance will start 8 weeks from date of award. Ques 2 What is the average number of students per course? Ans Average number of students per course will be 6-25. A 72 hour notice will be given if the number of students falls below 6 students and therefore class will be cancelled. See paragraph 4.0 Performance Work Statement Ques 3 Does the facility have any equipment or preferred equipment that they prefer to use (i.e. Decontamination tents?) Ans Equipment provided by Activity:TV I Line 3 and a Zumro Blow Up Ques 4 The Solicitation information stated that the program must be have current Texas Nurses Association CNE approval, is a fixed requirement or will proposals with pending CNE hours be accepted? Also, does the course need to have EMT CEU's also? Ans Company must be able to award CNE's. Changes to combined synopsis/solicitation: Remove the statement under Qualifications:Instructors must be licensed Emergency Medical Technicians from the State of Texas or the National Registry. Period of Performance 1 Feb 2010- 30 Sep 2010 (Base Period) First class with start within 8 weeks from date of award. Closing date of solicitation has been extended to 1/20/2010 @9:00AM CST All offerors must submit acknowlegment of 1st and 2nd amendments. Added 4.0 in Performance Work Statement- The Government will require at minimum 6 students per class. Classes that do not meet the minimum 6 student requirement will be cancelled with a 72 hour contractor notification. Payment will be made only for actual classes completed. Quantities are estimated. Added full text 52.212-2 FAR Clause 52.212-2 EVALUATION-COMMERCIAL ITEMS (JANUARY 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Offers will be evaluated according to 52.212-2. Evaluation factors at 52.212-2 (a) conformance to minimum qualifications and (b) price. Award will be to Lowest Price Technically acceptable quote. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
