Description
The US Army Engineering and Support Center in Huntsville (CEHNC), Alabama intends to solicit and award one (1) contract consisting of instruction services for the Unites State Army Corps of Engineers Learning Center (ULC) for a course entitled Earthwork Construction-Quality Verification. This course is attended by Corps of Engineers employees responsible for conducting design, construction, and proper earthwork inspection techniques to improve quality assurance management on construction projects. This course concentrates on the technical reasons behind construction requirements and how these requirements contribute to a successful construction project. The primary objective is to teach participants with a limited knowledge of quality assurance in test data to analyze test data quality, define quality assurance, and identify practical ways to check for proper testing materials. The Government is performing market research in order to determine if businesses posses the capability to execute the requirements of this anticipated request for quotation (RFQ).NOTE: As a minimum any proposed instructors shall possess a Bachelor of Science degree in Geotechnical, Civil, or Construction Engineering. This synopsis is for market research purposes only and IS NOT A REQUEST FOR Quotes (RFQ). Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on CCR registration at the following website: http://www.ccr.gov/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. Days 1 and 2 of this 4 1/2 day course are taught by Government employees and days 3 and 4 are typically taught by contractors. The Government instructors close out the remaining 1/2 day of the session. NOTE: More details of the topics to be contracted under this posting are included in the attached schedule of instruction (SOI). If you would be interested in performing such work you are requested to submit a capability statement which addresses as a minimum, the questions presented within this announcement. The Government will analyze all responses and determine if the pool of qualified interested firms is significant enough to justify a small business set aside or another form of set aside allowed by the regulations, such as for HUBZone, 8(a) or Service Disabled, Veteran Owned concerns. The Government does not intend to rank submittals or provide any reply to interested firms. The first session of instruction for the base year is tentatively scheduled for April of 2009 and another session in August of 2009. For fiscal years 2011 through 2013, there may be one to four sessions conducted each year. NOTE: The required number of sessions and session dates are subject to change based on the Governments needs. North American Industrial Classification System (NAICS) Code 611430 is applicable to this acquisition. Contract award will be made on a lowest price technically acceptable (LPTA) basis using a Firm-Fixed Price (FFP) contract. This requirement will be solicited and awarded as a Commercial Item using FAR Part 13 Simplified Acquisition Procedures under FAR Subpart 13.5. The proposed award will consist of one base period of performance and up to four optional periods of performance. Each option year may consist of 2 to 4 sessions of instruction. The location of performance will be the U.S. Army Engineer Research and Development Center (ERDC) located in Vicksburg, MS. NOTE: Registration as an interested vendor does not in any way exempt your firm from submitting the required capability questionnaire. Therefore, if your firm would like to be considered an interested source for this requirement, please submit a capability questionnaire in accordance with the posted announcement. 3. SUBMISSION REQUIREMENTS: Interested firms should submit a document which furnishes information describing relevant experience and qualifications via email to Chaquandra.k.wilson@usace.army.mil: Submissions should be received by 2:00 CST on 29 January 2010 and should not exceed 5 pages. NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Extraneous materials (brochures, manuals, etc) will not be considered.
