Description
STATEMENT OF WORK – RAILCARS 06 Jan 2010 1.0BACKGROUND: The Defense Threat Reduction Agency (DTRA) has railcars located at Belen and Albuquerque to be relocated to Kirtland Air Force Base (KAFB), NM. 2.0SCOPE: The railcars are in their daily mission configuration at both origin locations. The contractor must disassemble, load, move the railcars to DTRA Technical Evaluation Assessment Monitor Site (TEAMS) on KAFB and reassemble. At TEAMS, the railcars are to be placed on existing rail tracks, in the same configuration that they were at the original locations. The service provider must provide all resources to accomplish this action. The railcars must be relocated within 30-calendar day after contract award. Additional data to support this action follows: a.The following information pertains to each railcar. Box Car; 1 each Car # BNSF 760430 Length-68 feet Width-10 feet Height-15 feet Weight-42 Tons Flat Car; 1 each Car# BN 961505 Length-64 feet Width-10 feet Height 5 feet Weight-32 Tons Tank Car; 1 each Car#ATSF-98749 Length-60 feet Width-10 feet Height 14 feet Weight-35 Tons b.Origin: Two separate locations (1) Belen NM, rail yard (at Jarales Rd and Woodward St) One each Tank Car (2) Albuquerque NM, rail yard (at 2nd St and Trumbull Ave) Two Cars (1 each Flat Car - 1 each Box Car c.Destination: DTRA, TEAMS Site, Kirtland AFB, NM 87118 3.0SPECIAL INSTRUCTIONS: a.Plan to enter KAFB from Gibson Blvd, KAFB Contractor gate or Wyoming gate from I-40. For planning purpose, TEAMS site is four miles from Wyoming gate and seven miles from Gibson contractor gate. b.Provide the estimated load data (L, W, & H) of each transport to help KAFB Police determine which gate to enter and if escort will be required on post for oversize vehicles. c.Non-US citizens may be work on this contract but the contractor is responsible to ensure all data is correct and responsible for all escort required on KAFB. d.Ensure vehicle data (license, insurance, registration etc) is up to date to avoid delay or being denied access to KAFB. e.Cargo must arrive between 0800-1400 hours daily. f.The contractor must notify DTRA Point of Contact (POC) 24 hours prior arrival to ensure KAFB is not locked out due to exercises. g.DTRA will allow contractors assets to be bedded down at the TEAMS site over night if required. The contractor is responsible to ensure lift equipment is locked and secured in place in accordance with OSHA standards. h.DTRA technical representative, and COR is the TEAMS site Manager is Mr. Bill Martinez, 505-846-5569. Emergency (877) 306-7892 Certificate of Cleaning Tank Car Number: ATSF 98749 Last Contained: Diesel Fuel Method of Cleaning: Heated Power wash and Ventilation Resultant Atmosphere: 0% LEL Gas Free Date: November 5, 2009 Location: Belen, New Mexico Narrative: The subject vessel last contained Diesel Fuel. The vessel was power washed utilizing a 4000 psi heated power washer with all rinseate being recovered with a vacuum truck. The recovered fluids were recycled at Safety Kleen in Albuquerque, NM. The vessel atmosphere was examined utilizing a “Q-Rae” Multi-Gas detector. The resultant atmosphere indicated no flammable atmosphere.
