Description
A.1 PROPOSAL EVALUATION CRITERIAPROPOSAL EVALUATION CRITERIA PART I - GENERAL INFORMATION 1.1 SOURCE SELECTION USING THE LOWEST PRICE TECHNICALLY ACCEPTABLE PROCESS (LPTA) 1.1.1 This is a competitive Request for Proposal (RFP) that represents the best value to the Government conducted under FAR Part 15, Lowest Price Technically Acceptable (LPTA) source selection process. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. 1.1.2 The government will rank order the price proposals from lowest to highest. If the lowest priced offer receives an "Acceptable" Technical rating, then the evaluation process concludes and the government will make preparations for contract award. If the lowest priced proposal is not rated "Technically Acceptable", then the evaluation process continues until a technically acceptable proposal is determined. PART 2 - EVALUATION FACTORS 2.1 RELATIVE IMPORTANCE OF PRICE TO THE TECHNICAL EVALUATION FACTORS 2.1.1 The evaluation factors are Price and Technical. Price is significantly more important than technical. The technical evaluation factor consists of Experience, Quality Control and Past Performance. 2.1.2 PRICE FACTOR - Offers will be ranked according to the most favorable proposed firm fixed price with the lowest priced offeror ranked first. Price will not be evaluated other than to ensure price reasonableness. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Note: The government reserves the right to publically release the total contract award price and all potential offerors submit there proposal based upon this understanding. 2.1.3 TECHNICAL FACTOR: Note: The Technical factor consists of the following elements: experience, quality control and past performance. The offeror's technical proposal must separately address each element. The overall technical proposal will be rated acceptable or unacceptable. To receive an overall acceptable rating, each element of the technical factor must also be rated acceptable. 2.13.1 EXPERIENCE - The proposal shall include the following: Note: To be considered responsive to this Request for Proposals, the offeror must identify one recent and relevant construction project to demonstrate acceptable experience & past performance. The same project will be used to evaluate both tictors "The offeror shall describe one (1) project to demonstrate recent and relevant experience "Describe any difficulties and or obstacles encountered during performance and steps taken to resole these issues "Identify key personnel and their duties and responsibilities "Describe any unforeseen conditions and how were they resolved " Identify trades used 2,1.3.2 QUALITY CONTROL - The proposal shall address the following: "Describe organization as it applies to this pr "Describe subcontractor management approach "Describe approach to safety and infection control "Describe handling'storage of hazardous material "Describe compliance with project plans and specifications 2.1.3.3 PAST PERFORMANCE - Past performance must be relevant and recent. Relevancy is similar hospital construction projects and price. Relevant contracts include projects in a hospital environment with similar type of work and same price range. Recency is defined as performance within the last five (5) years through the solicitation release date. The contractor can identify contracts that include Federal, State, and local government and private for efforts similar to the Government requirement. The Government will take into account past performance information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. The Government will consider this information, as well as information obtained from any other sources, when evaluating the offeror's past performance. 2.1.4 Offerors must provide one (I) of the most relevant and recent contracts performed within the last five (5) years. Note: Any offeror that does not submit one (1) relevant and recent past performance project will be considered non-responsive. PART 3 - PROPOSAL PREPARATION INSTRUCTIONS 3.1 To assure timely and equitable evaluation of proposals, offerors must follow the instructions containedherein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications. Failure to meet a requirement may result in an offer being ineligible for award and being considered non-responsive. 3.2 The offeror response shall consist of two (2) separate proposals: Price and Technical. Submit original and one electronic copy by email to the Contracting Officer. 3.2.1 Price Proposal Submission: A single award will be made on Item No. I, but in the event the offer exceeds the funds available, a single award will be made on Item No. 2 or Item No. 3 etc., in that order, based on available funding. Offerors shall propose a price on each item listed on the offer schedule. See attachment No 1. Price offer schedule. 3.2.2 The technical proposal shall not exceed a total often (10) pages. 3.3 Therefore, your proposal package shall consist of the following: "Signed SF 1442, by the SDVOSB 51% owner. "Bid/Offer Guarantee Bond. "Technical Proposal (NTE 10 pages). "Price Offer Schedule, attachment No.1 Note: Not providing these attachments/documents will result in the contractor's proposal being considered non-responsive and therefore ineligible for award. PART 4 - BASIS FOR AWARD 4.1The Government intends to evaluate proposal and award a contract without discussions (exempt clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint. 4.2 Award will be made on the basis of the lowest price technically acceptable proposal that meets or exceeds the acceptability standards for all non-cost factors. 4.3 Offer must be determined responsible according to the standards in FAR Subpart 9.1
