Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source delivery order under Basic Ordering Agreement N00421-09-G-0004 with Northrop Grumman of Woodland Hills, California to provide Depot Level Repair at Northrop Grumman. The government is entering the ground and flight testing phase of development for the CH-53K helicopter. This aircraft uses the Northrop Grumman LN-251 Embedded Global Positioning System and Inertial Navigation (EGI). In support of the test program, the Government will require contractor support for the EGI.The current EGI maintenance concept is Organizational Level-to-Original Equipment Manufacturer (O-to-OEM) Depot for repair. The eighteen (18) LN-251 EGIs that have been procured for the CH-53K under the Electronic Systems Center (ESC) Contract FA8730-06-D-0009 CLIN 0023 will need Depot Level Repair at Northrop Grumman. Additionally, Integration and Flight Test Support will be required for the CH-53K Program. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is 36 months beginning after contract award. Numbered Note 22 applies.
