- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, intends to award a Purchase Order for Instructional Services for delivery of three FAA Regulatory Standards courses as outlined in the attached Performance Work Statement. The anticipated date of award is no later than February 15, 2010. All offers are due by 3:00 p.m., Central Standard Time, on January 29, 2010. Quotes shall be submitted by facsimile at (405) 954-3030 or e-mail at Andrew.Hutchcraft@faa.gov. Please reference RFO DTFAAC-10-R-01887. Award will be made to the Lowest Price Technically Acceptable Offer. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. All questions pertaining to this solicitation must be addressed in writing to the Contract Specialist, Andrew Hutchcraft, at e-mail address, Andrew.Hutchcraft@faa.gov or mailing address FAA, Mike Monroney Aeronautical Center, Aviation, Medical & Training Division (AMQ-310), P.O. Box 25082, Oklahoma City, OK 73125. This RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. Therefore any cost associated with the proposal submission is solely at the interested vendor's expense. Proposals from unsuccessful offerers will not be returned to the offerer. Proposal originals will be retained in the contract file. The Contracting Officer will destroy all other copies. Only one proposal from each offerer shall be considered. The FAA reserves the right to reject, as unacceptable, proposals deleting or altering technical requirements. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. Prior to award of a purchase order, all contractors must be registered with the Central Contractor Registration, www.ccr.gov. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
