Description
This announcement is being issued to Small Business (per the NAICS Code below), 8(a) Small Business, HUBZone Small Business, and Service-Disabled Veteran-Owned Small Business concerns that may be interested in performing a contract for the Mid-Pacific Region of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 311119 and the related small business size standard is 500 employees. This notice is not a request for proposals and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work. All interested parties are encouraged to respond to this notice, by e-mail to kfleming@usbr.gov not later than 10:00 a.m. P.S.T on January 20, 2010. The information provided in this announcement is the only information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. The principal components of the work to be performed include: Providing Commercial Dry and Semi-Moist Fish Feed for the Trinity River and Nimbus Fish Hatcheries. The Trinity River Hatchery is located in Trinity County, Northeast of Weaverville, immediately downstream from Lewiston Lake on the Trinity River. The Nimbus Fish Hatchery is located in Sacramento County, near Rancho Cordova, immediately downstream of the Nimbus Dam, below Folsom Dam, on the American River. Interested parties should submit a capabilities package not longer than 5 pages demonstrating the ability to meet the following criteria: All Formulas/Products shall be:Closed formula extruded salmon and steelhead (not trout) dietAir cooled feedMoisture content: Dry feed - less than 11%; Semi-moist feed - less than 21%Complete formula; no supplementation requiredNo soybean and/or cottonseed meal productsRemilled feed shall not exceed 10%Palatable and readily acceptableFish oils stabilized with antioxidants (ethoxyquin shall not exceed 150 ppm; BHA/BHT shall not exceed 200 ppm)Pellet length shall be between 100% and 150% of the pellet diameterTotal feed shall be at least 85% correctly sized particlesDust content shall not exceed 3% (Dust defined as particles passing through #30 U.S. Standard Sieve)Sealed, properly stored containers shall have a shelf life of at least 90 days from date of manufacture and at least 60 days after receipt by the government. Medicated Formulas shall be in compliance with the U.S. Food and Drug Administration (USFDA) regulation for implementation of the medicated feed mill licensing requirements of the Animal Drug Availability Act of 1996 (ADDA), Title 21, Part 515 of the Code of Federal Regulations (CFR). Semi-Moist Feed Specifications:Crude Protein - 42% minimumCrude Fat - 13% minimumAsh - 12% maximumMoisture - 25% maximumFiber - 5.0% maximumPhosphorous - 0.60% minimum Dry Feed Specifications:Crude Protein - 50% minimumCrude Fat - 13% minimumAsh - 11% maximumMoisture - 11% maximumFiber - 5.0% maximumPhosphorous - 0.60% minimum Central Contractor Registration (CCR), as required by FAR 4.1102, applies to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
