Description
The US Army Corps of Engineers, Omaha District, intends to negotiate a contract with the State of Iowa, Department of Natural Resource (IDNR) under the authority of FAR 6.302-1,only one source can satisfy agency requirement, to perform Scientific Services to support Pallid Sturgeon Recovery on the Missouri River. The proposed contract will be an Indefinite-Delivery, Indefinite-Quantity type contract for a period of five years not to exceed $3,000,000.00. Work will be assigned by negotiated firm-fixed price task orders. The impetus for this work is a result of the U.S. Fish and Wildlife Service 2000 Biological Opinion on the Operation of the Missouri River Main Stem Reservoir System, Operation and Maintenance of the Missouri River Bank Stabilization and Navigation Project, Operation of the Kansas River Reservoir System, and U.S. Fish and Wildlife Service 2003 Amendment to the 2000 Biological Opinion on the Operation of the Missouri River Main Stem Reservoir System. Within the BiOp, there is a multifaceted Reasonable and Prudent Alternative (RPA) for the pallid sturgeon addressing various components to ensure that the continued operations of the USACE on the Missouri River main stem and Kansas River do not jeopardize the continued existence of the pallid sturgeon. The Missouri River Recovery Program (MRRP) implements management actions to avoid any further harm to the listed species and eventually recover them from their degraded state The MRRP works closely with state management agencies to facilitate progress toward meeting program requirements, as well as fulfilling their public trust responsibilities. As an extension of those natural resource management responsibilities, the Iowa Department of Natural Resources (IDNR) has developed a Missouri River program which monitors and tracks pallid sturgeon and other native fish species. In developing this program to fulfill their public trust responsibility, IDNR has acquired significant expertise in the area of Missouri River knowledge, pallid sturgeon biology, pallid sturgeon propagation, pallid habitat use, as well as a significant infrastructure for managing and conducting monitoring and research activities on the Missouri River As one of the leading experts in pallid biology and sampling technology, IDNR has been a partner in the development of the MRRP and has designed and conducted scientific evaluations on the Missouri River in conjunction with the multiple disciplines of the overall MRRP. In a proactive and collaborative manner, IDNR has participated in workgroups and project teams, and has developed and implemented a variety of monitoring and research projects on the Missouri River and tributaries including participation in the establishment of the Standard Operating Procedures for Fish Sampling and Data Collection on the Missouri River and the Pallid Sturgeon Population Assessment Program (PSPAP). The PSPAP and other MRRP fishery studies rely on data consistency, quality, and integrity from year to year in order to detect changes in trends over time. The IDNR possesses the required biological collectors permits, including endangered species permits for federally listed pallid sturgeon, to conduct these types of highly specialized biological assessments. Due to the uniqueness of this Scope of Work, the required permits, the sampling requirements, IDNR possesses the required expertise and the full range of equipment necessary to perform the work; IDNR has unique knowledge of the Missouri River and tributaries encompassed by the MRRP which results in increased efficiency and data quality. IDNR has accumulated knowledge and expertise on this project that is not available from any other firm. It would be costly to the Government, both financially and technically, to develop a new contractors knowledge base of the pallid sturgeon recovery program.
