- Description
- Industry Day for Long Endurance Multi-Intel Vehicle (LEMV) The United States (US) Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) will conduct an Industry Day for the LEMV technology project on 25 January 2010 in Huntsville, AL. Please contact the undersigned by email to register for this conference by noon MST 15 January 2010. Space is limited and attendance may be limited, however copies of all briefs will be available on-line following the conference. The Government will offer potential prime contractors for the LEMV technology project the opportunity to meet individually with the Government and present an overview of their anticipated approach and receive informal feedback from the Government on the competitive viability of their approach. These meetings will be conducted following the Industry Day between 25-29 January 2010. All such feedback is informational and does not influence the potential offeror's ability to present a proposal for the LEMV following issuance of the final Request for Proposal. Potential offerors that desire to meet individually with the Government must contact the below point of contact and register no later than noon MST on 15 January 2010. The offeror presentation will be scheduled for a three and one half hour time inclusive of discussion and must be prepared to present the following information on their approach in order to obtain competitive assessment feedback from the Government following their oral presentation. 1. Introductions to include both contractor and Government attendees. 2. Overview of the Contractor Team to include team members, expertise areas, LEMV specific capabilities (i.e. facilities, production, test, etc), non-traditional DoD contractor status. This presentation area should be brief (est 20 minutes or less) and should not include general marketing information; brochures may be left for later review by the Government. 3. Technical Approach - The technical presentation should include adequate time for discussion of the approach with Government personnel and should be oriented to approximately a 2.5-hour period. The following elements should be presented: An overview of the technical approach that addresses key technical approach elements (for example: means to achieve integrated on-station performance factors of speed, altitude, flight time and fuel consumption; propulsion; payload integration; flight control, material such as fabric). Technical maturity of the technology and major subsystems including a discussion of off the shelf items, developmental items and item technology maturity. Identification of key cost/schedule and technical risks and mitigation approaches. 4. Management overview to include (est 30min): Schedule to meet the 18 month requirement for completion of performance testing within CONUS. Identification and discussion of long lead items. How the offeror will meet the Government's intent to minimize competitive restraints on the long-term LEMV project inclusive of operation, maintenance, modification and production. The offeror should identify any proprietary data rights or patents at the prime or subcontractor level. A rough order of magnitude cost estimate for the LEMV technology demonstration through successful completion of CONUS performance testing 5. Discussion of any comments on posted draft LEMV information. Following the above presentations, the Government will offer the potential offeror feedback on their competitive viability. The Government feedback is informal and informational in nature; it is not a comprehensive evaluation of the approach and its strengths and weaknesses. The formal evaluation of the offeror's approach will be at the time of formal proposal submission and this evaluation will be the official Government assessment of the offeror's approach. The presenter must submit draft charts for their presentation to the Government POC by COB 22 January 2010. Offerors are also advised that additional and updated technical data is scheduled to be posted on 13-14 January 2010. The Point of Contact for this action is Marie Tornai, Contract Specialist. Request for Industry Day and for individual meetings with the Government must be submitted in writing via email by the above stated dates.
