- The purpose of this service is to contract for 12 construction escorts, to be utilized on an as needed basis, to accompany Iraqi construction contractors and the necessary vehicles containing supplies, into the International Zone (IZ), through various checkpoints. The contractor shall be solely responsible, at all times during the term of the contract. This includes but not limited to US Government (USG) and Government of Iraq (GOI) badges necessary to enter the IZ and USG controlled properties within the IZ. The contractor shall provide a minimum pool of 12 badged construction escorts on notice to preceed date. It should be noted that the Government ( (DPW) does not intend to employ all 12 escorts every day and will only pay for construction escorts as they are needed. For the pool of 12 construction escorts, the contractor will provide one contractor supervisor. The contractor supervisor will be present inside the IZ when escort workers are performng work. The contractor supervisor will perform administrative duties such as visiting the badging office; the contractor supervisor cannot act as a construction escort. The contractor supervisor must be available by telelphone throughout the work-day and must be available for meetings with one-hour notice, any time construction escorts are performing their duties. DPW will provide the contractor with construction escort requirements on Wednesday of each week, for the following week. This notification will contain a listing of the companies that require construction escort services, the checkpoints the companies will enter through and the job locations at which the companies will work. The notification will also include the number of construction escorts required for each job and the hours the construction escorts will be required to work. Work hours will not exceed 10-hours per day and will be during daylight hours only. Construction escort services will not be required on Fridays. DPW reserve the right to request additional construction escort workers throughout the week. Qualified Construction Escort Includes: Hold all necessary USG and GOI badges; Sufficient command of conversational English; No record of criminal convictions; Successful completion of background check; Not considered a threat to coalition forces; Contractor responsible to provide all transportation for employees; The contractor will make available to all employees: Protective gear; including body armor, helmets and cellular phones. The contractor shall provide a contractor supervisor who shall be responsible for the performance of work. The name of this person, who shall act for the contractor, shall be designated in writing to the Contracting Officer. The contractor supervisor must be able to read, write, speak and understand English. The US Government WILL NOT provide any equipment for this contract.
