Description
VA intends to award an Architech/Engineer contract for complete design services (design, construction documents, estimates of probable costs, and construction period services as defined in the SOW) for the construction of a new building to house the Women's Mental Health Program at the VA Western NY Healthcare System (VAWNYHS), 222 Richmond Avenue, Batavia, NY 14020. The consultant shall develop, by consultation and discussion with VA staff, the design and construction documents for the construction of a new Women's Rehabilitation Program Building. Work is to include the design and construction documents for architechural, interiors, mechanical, plumbing, fire protection, electrical, telecommunications, and other systems and features as necessary to construct the new building. The design of the building shall include, but not limited to, the following components: Consultant shall design the new Women's Mental Health facility to house twelve (12) private resident rooms, staff and administrative support spaces, offices, lobby, kitchen, dining, group bath/shower rooms, group session rooms, exam room, nurse's stations, conference room, lounge/living rooms, recreation room and building service spaces. Consultant shall prepare schedule of all building services, utilities, equipment, and furniture required for new building including heating, ventilating, and air conditioning equipment, ductwork, devices, and controls, plumbing supply, waste, vent piping, and fixtures and trim; fire protection system, normal and emergency power, lighting, telecommunications, voice/data, and signal systems. Consultant will check building codes and obtain drawings of existing conditions. Consultants are responsible to ensure that the design documents are compliant with all applicable regulatory requirements, essential services, planning requirements and building regulations. Consultant shall conduct field investigations as necessary to locate and confirm capacities of existing utilities such as, but not limited to potable water, sanitary, steam, normal and emergency power, telephone and data systems, and the constructability of the concepts. Consultant shall identify connection points of new to existing and verify that existing systems have the capacity to adequately service the new building without placing excess burden on the existing systems. Consultant shall conduct a geotechnical analysis of the proposed location to investigate existing subsurface conditions and materials, and determine their physical/mechanical and chemical properties that are relevant to the project. Consultant shall assess risks posed by site conditions and the impact on structure foundation design, construction, and cost. Consultant shall coordinate the demolition of existing buildings #7 and #8 to make way for the construction of the new building. Consultant shall be responsible for the coordination of disciplines and subcontractors necessary to complete the design documents. Consultant shall contact the State Historic Preservation Office (SHPO) for input regarding historical issues related to the demolition of existing buildings #7 and #8 and the exterior design of the new Women's Mental Health Building. Consultant shall retain a Certified Industrial Hygienist (CIH) to identify, evaluate, and specify removal (abatement) work related to the hazardous materials including, but not limited to, asbestos and lead based paint in Buildings #7 and #8 prior to demolition. Consultant shall identify and evaluate abatement impact on construction project and the daily activities of the surrounding Medical Center. Final design documents of the new building shall incorporate a historical style design with the intent of blending the new building in with the existing adjacent 1930's Georgian Colonial Revival architectural style buildings. New building exterior shall be constructed utilizing materials including but not limited to red brick, white architectural trim accent moldings, shingles that simulate slate, and other architectural details to achieve a consistent historical representation. It is the intent that the exterior design of the new Women's Mental Health Building preserves the historical ambiance of the existing campus. NOTE: The Consultant is responsible for the development of a project estimate. The project estimate shall be all inclusive (construction, engineering, legal, administrative, etc.). The Consultant shall advise the Contracting Officer in writing if at any time the cost of the project is perceived to exceed the established budget. The consultant will notify the Contracting Office at the time it is recognized, not after the fact. Design services shall include infection control design in order to be in compliance with the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) Environment of Care Standards. Short-List Criteria to select the firms for interview will be based on the H09 Hospital and Medical Facilities for specialized experience, technical competence, specific experience, and qualifications of proposed personnel and consultants along with working together as a team, past performance for VA Work, geographic location of the firm, success in prescribing the use of recovered materials, waste reduction, and energy efficiency, and the inclusion of small business consultants. Special consideration in evaluation and selection process will be given to Service-Disabled Veteran-Owned Businesses and Veteran Owned Businesses. Final ranking of interviewed firms will be based on the team proposed for this project, previous VA experience of the team, and new building construction. The area of consideration is restricted to firms with offices and key personnel to be assigned to the designs located within a 60 mile radius of the Batavia VAMC. Appropriate data for this project must be submitted to the Contracting Officer on Standard Form 330 OM or about 2/15/10. THREE COPIES OF EACH (along with any supplemental information) ARE REQUIRED. Submissions should emphasize experience on similar projects, the key personnel to be assigned to the project, and specific VA experience. It is anticipated interviews for the selection will be conducted on or about the end of February 2010. The A/E ranked as most highly qualified will be required to submit a cost proposal within 10 days after notification. THIS IS NOT A REQUEST FOR PROPOSALS. NAICS 541310 applies. Size standard is $4.5 million. Construction cost estimate is between $1,000,000 and $5,000,000.
