- The government requires Remote Broadcast Transmission, Engineering and Production Services to support the Office of External Affairs (OEA) of the Federal Emergency Management Agency (FEMA). The Office of External Affairs is responsible for the effective dissemination of accurate information to the public via print, electronic media and the World Wide Web concerning FEMA's Programs, missions and goals. FEMA's mission encompasses the centralized direction of emergency management in both peacetime and war, for emergencies ranging from natural to man-made disasters. FEMA executes its responsibilities via ten Regional Offices, five Federal Regional Centers, the Mt. Weather Emergency Assistance Center (MWEOC), the National Operations Training Center (NETC), the Olney Federal Support Center, Joint Field Offices and other fixed disaster sites. FEMA's OEA requires on-demand services of a professional media services company with experience and reliability in the deployment and delivery of professional broadcast transmission equipment and crews to various locations throughout the contiguous United States, Alaska, Hawaii, the Virgin Islands, Guam, American Samoa, and the Commonwealths of Puerto Rico and the Northern Mariana Islands. These services are used during pre- and post-declared federal disasters to support the OEA in its mission to prepare and disseminate information to the public. The contractor(s) will be responsible for working with FEMA personnel to produce and deliver pre- and post-event information, including public communications, through national and local news media, agency social media efforts, and situational awareness support of: the Agency Administrator's Office, senior leadership, the Disaster Operations Division (to include the National Response Coordination Center (NRCC) and all Regional Response Coordination Centers), Headquarters, Regional Offices, Joint Field Offices, Transitional Recovery Offices, Long Term Recovery Offices, and other DHS/FEMA facilities. This procurement will be 100% set aside exclusively for small business concerns. The North American Industry Classification System (NAICS) Code for this requirement is 512110 Motion Picture and Video Production and the Small Business size standard is $29.5 million in average annual receipts over the past three years. To be eligible for award, offerors must be registered with the Central Contractor Registry at www.ccr.gov. Additionally, Representations and Certifications must be completed at http://orca.bpn.gov. The government intends to award utilizing the procedures established in FAR Part 15. It is anticipated that the period of performance will be for one base year plus four option periods. The Request for Proposal (RFP) will only be available on Fedbizopps web pages at http://www.fedbizopps.gov/. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror's responsibility to monitor Fedbizopps web page for the release of the solicitation and any amendments that may follow. The final RFP should be available for downloading on or about fifteen (15) days after publication of this announcement. Offerors are cautioned to include the Solicitation Number HSFEHQ-10-R-0033 on all documentation submitted in response to this requirement. Written technical proposals and business proposals will be required approximately 30 days following the RFP issue date. Contract award will be based on best-value tradeoff analysis that will result in best value to the Government where technical merit is significantly more important than cost/price. The estimated award date is March 19, 2010. Interested contractors are advised that quotations submitted in response to this requirement must be prepared in accordance with the requirements of the final specification and terms and conditions stated in the Request for Proposal. All responsible sources may submit an offer, which will be considered. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper.
