Description
The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health requires the services of a 8(a) contractor to provide space plannning, and design assessment and implementation services for its high containment facilities located in Bethesda, Maryland; Rockville, Maryland; Hamilton, Montana; and other NIAID International site locations as needed. The Contractor shall be responsible for reviewing existing, as well as, planned NIAID sites located in high containment construction areas and laboratory facilities utilized for research studies involving infectious diseases. Specific work details may include, but are not limited to: meeting with and coordinating with the NIAID Contracting Officer Technical Representative (COTR) and other relevant building engineers to perform on-site evaluatations, and develop assessments of current and planned laboratories and other facilities in order to ensure optimal space utilization for new and relocating scientific staff; conducting on-site surveys including physical walk, as well as, reviews of as-built documentation; evaluating engineering challenges and preparing adjacency impact analyses; developing equipment and furniture specifications based upon user requirements and optimal space utilization configuratiions; and developing cost and schedule estimates for all planned/proposed modifications. This is not a solicitation or request for quotations, but an evaluation of the market place to determine the availability of sources capable of performing the above mentioned tasks. This notice is for certified 8(a) program participants only. Sources shall be reminded that services will be required to be perfored in high-containment laboratory environments in both domestic and potentially International locations. Therefore, any potential offeror must be able to meet performance requirments in enclosed and restricted enviroments and also have the ability to travel to various sites as needed. Sources for consideration should submit a capability statement of no more than three (3) pages which briefly describes their ability to perform the services as required. For verification purposes, potential offerors shall also provide their corporate DUNS number and a copy of their 8(a) approval/certification with their capability statement. All capability statements and any questions must be e-mailed to the attention of LaDonna Stewart, Contract Specialist, at lstewart@niaid.nih.gov no later than 2:00pm on 11/18/2009.
