Description
The 39th Contracting Squadron intends to establish a firm-fixed price contract for Base Refuse and Disposal Services. Non Personnel Service: The contractor shall provide all supervision, personnel, equipment tools transportation and all other services necessary to perform Base Refuse and Disposal services on Incirlik AB in accordance with the Performance Work Statement. The period of performance will be a base period and four (4) one year options. The applicable North American Industry Classification System (NAICS) code for this acquisition is 562111, with a Small Business Size Standard of $12,500,000.00. This acquisition is set-aside for Turkish business concerns. Due to established economic agreements between the United States Government and the Government of Turkey, the U.S. Air force intends to award this solicitation to a business concern within the country of Turkey. If there is no Turkish businesses that can meet the specifications required or feasible pricing is not received to the maximum extent practicable, the U.S. Air Force reserves the right to contract a European or United States firm. The contract will be accomplished as a Commercial Item in accordance with FAR Part 12, Utilizing Commercial Acquisition Procedures and FAR Part 13 Simplified Acquisition Procedures. Offers will be evaluated utilizing Best Value Procedures in accordance with FAR 13.106-2. Anticipated issue date for the solicitation is within 30 days after issuance of this notice and can be accessed at the Federal Business Opportunities (FBO) website at www.fbo.gov. Potential offerors are responsible for monitoring the website for the release of the solicitation package and any updated information. The government will not provide copies of the solicitation, blueprints, specifications or a plan holder's list. Telephone requests for information will not be allowed and all technical questions regarding the solicitation must be emailed to terry.agena@incirlik.af.mil with a courtesy copy to rebecca.huffstutter@incirlik.af.mil. This notice does not obligate the Government to award a contract, and it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation costs.
