Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information contained in this notice. The procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through December 2009 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 2005-38. This acquisition is a 100% small business set-aside and the NAICS code is 611710. It is the intent of the National Library of Medicine (NLM) to procure education services for the Exhibition Program at the National Library of Medicine's History of Medicine Division. EVALUATION FACTORS FOR AWARD The following technical evaluation criteria will be used by the Government when reviewing the technical portion of the quotation. The criteria below are listed in the order of relative importance with weights assigned for evaluation purposes. The Project Officer and other appropriate NLM staff will evaluate responses. The technical proposal should be as complete and specific as possible. The technical merits of each proposal will be carefully evaluated in terms of the requirements and in relation to the criteria listed below. The evaluation will be based, in addition to price, on a written quotation detailing the demonstrated capabilities of the prospective vendor in relation to the needs of the project as set forth in the following criteria. Offerors must submit information sufficient to allow the NLM to evaluate the following criteria for award. Criterion Weight Vendors shall submit a proposal to be rated on a scale of 100 demonstrating the qualifications listed below and including: Past Performance: Three (3) narrative examples of exhibition education projects completed in the last five (5) years for museums or other cultural institutions, such as historical societies, libraries, or science centers. For each example the vendor must include a project summary that identifies: 1) the client including contact information; 2) scale and scope including project objectives, audience, duration of project, key vendor personnel with title and description; 3) list of services provided including methodologies used and products delivered; and 4) a narrative description of the example project's goals and challenges that demonstrates the Vendor's qualifications as listed below. 50 points A portfolio of products demonstrating 4 or more years experience in developing, presenting, and promoting education resources for K-12 audiences from diverse backgrounds; working with professionals from a variety of industries such as museums, science centers, historical societies, libraries, higher education institutions, etc.; and implementing instructional strategies that address different learning styles and preferences among K-12 students. 30 points Key Personnel: Résumés for key personnel that will be assigned to this procurement demonstrating the qualifications listed below. 20 points Qualifications • Knowledge of diverse instructional methodologies such as inquiry-based, learner- centered, and 5E model approaches. • Knowledge of informal learning, especially in a museum setting. • Ability to create experiential learning, non-traditional instructional resources based on scholarly exhibition content. • Ability to identify national educational standards, relevant to scholarly exhibition content and in multiple disciplines, for developing K-12 lesson plans or online activities. • Ability to incorporate exhibition content/resources in traditional (classroom) or non-traditional (museums, exhibitions, etc.) settings. • Ability to use primary and secondary sources from museum exhibitions as instructional materials. • Experience in integrating peer-review processes into a product development that serves as an informal evaluation and ensures involvement of targeted users-i.e., educators-during the product development. • Experience in evaluating and reconfiguring existing online products/resources in order to promote their awareness and use among education and museum communities, as well as to identify new audiences for them. • Ability to assess existing online products/resources and develop an effective outreach plan that serves existing audiences as well as reach new ones. • Experience in working closely with museums and other cultural institution clients to effectively create custom educational programs and materials. • Skills in communicating and identifying tasks and benchmarks agreed upon during meetings in person or via telephone conversation. • Skills in writing reports that include recommendations supported by the finding from the data analyses. • Ability to provide adequate resources to manage and complete the project with excellence and timely manner. TOTAL POSSIBLE POINTS 100 points It is anticipated that MULTIPLE AWARDS will be made from this solicitation. This requirement is for a twelve (12) month period. The period of performance is on or about February 1, 2010. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. ** The Statement of Work (SOW) of this requirement is immediately followed below. ** All proposals received by January 22, 2010, 4:30 P.M. The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items (March 2009); FAR 52.212-4, Addendum to Clause for Year 2000 Compliance (July 1997); FAR 52 212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (September 2009); and NLM(RC)-Rights In Data - Special Works. ** STATEMENT OF WORK Title: Education Services for the Exhibition Program at the National Library of Medicine's History of Medicine Division (http://www.nlm.nih.gov/hmd/about/exhibition/index.html). A. Background Information The Exhibition Program of the National Library of Medicine presents lively and informative exhibitions that enhance the public and scholarly awareness and appreciation of the National Library of Medicine's collections. The exhibitions cover a wide range of topics, reflecting the Program staff's scholarly research in science, medicine, technology, and history. The Program creates two types of exhibitions-major exhibitions for onsite display at the Library and banner-style traveling exhibitions. The onsite exhibition occupies 4000 sq ft of space and contains artifact, graphics, and multimedia elements, similar to museum displays. The traveling exhibitions consist of six 2'X6' banners that provide flexible display options at host sites. The current major exhibition on display is "Against the Odds: Making a Different in Global Health." The list of the banner exhibitions currently on travel is available at the "Traveling Exhibitions" web page (http://www.nlm.nih.gov/hmd/about/exhibition/travelingexhibitions.html). B. Purpose and Objectives: The Exhibition Program requires education services from a K-12 curriculum/instructional expert to develop education resources related to its exhibitions. The education expert will also be able to present in an online environment and promote those resources to professional audiences. C. Scope of Work: The Exhibition Program develops companion web sites-i.e., online exhibitions-in conjunction with both major and banner exhibitions. These online exhibitions typically contain the following education resources: • Higher education module: one module • K-12 lesson plans: one or two lesson plans • Online activity: one activity • Additional resources: K-12 and curatorial bibliographies and career resources if appropriate The above education resources are developed for educators and students in K-12 and higher education institutions. The resources serve as instructional materials for educators and as scaffolding activities into selected exhibition themes and content for students. The vender will support the Program by producing and promoting one or more of those resources to the target audiences-K-12 and higher education communities. The vendor will study and become fluent in the messages, content and assets of the exhibitions on which s/he will work. The vendor will work creatively and collaboratively with the Exhibition Program staff, other educators, content experts, and others as required. The vendor will collaborate with the Exhibition staff in selecting final topics from the exhibition content to focus on in the education modules. The vendor will be responsible for all research, consultation, and writing required to complete the tasks. The vendor, as a active practitioner in museum and/or K-12 education communities, will be qualified to aid in the Program's outreach to those communities by reviewing existing online education resources and developing a reconfiguration plan that promotes ease of access and use of the resources by targeted audiences-i.e., educators. In addition, the vendor will be capable of developing an outreach plan for enhancing awareness and recognition of our education resources among education professionals in K-12, higher education, and other cultural/scholarly institutions. D. Vendor's Requirement: The education service vendor must have a minimum of 4 years of work experience in the following areas: • Teaching history, science, health education, social studies, literature or other academic subject areas, in public or private K-12 schools. • Providing classroom instructions for diverse K-12 students with different backgrounds, learning styles and modalities. • Developing, evaluating, or improving curriculum or instructional design for multiple K-12 grade levels. • Creating multi-disciplinary lessons/activities through collaboration with other K-12 educators from different disciplines). • Implementing instructional strategies that address different learning styles and preferences. • Conducting informal evaluations of education products during their development in order to ensure their effectiveness and use among the targeted users. • Evaluating online education products/services and developing effective outreach plan based on their assessment. • Promoting exhibition-related education products/resources to newly identified audiences with diverse background and interests. • Managing projects that involve professionals from various industries-e.g., professors, museum professionals, technology specialists, etc. The education service vendor must be knowledgeable in: • Inquiry-based, learner-centered, and 5E model instructional approaches • Experiential learning, non-traditional instructional resources such as exhibition content, etc. • Informal learning, especially in a museum setting • National educational standards and their implementation in learning outcomes • Reflective instructional practices that engage other educators in informal peer-reviews • Incorporating exhibition content/resources in traditional (classroom) or non-traditional (museums, exhibitions, etc.) settings • Using primary and secondary sources from museum exhibitions as instructional materials. • Reviewing and reconfiguring existing online products/resources in order to promote their awareness and use among education and museum communities. • Networks of professionals in various disciplines with a common interest in informal, museum learning products/resources. E. Government Responsibilities: The Library will provide the overall guidance, content, assets and background materials related to its exhibitions. Exhibition staff will be available for consultation and clarifications of the exhibition goals, messages, and content. The Library will provide accessible templates for the vendor to follow for documents that are expected to be posted to the Library's website in their final format. The Library will provide feedback to the vendor within two weeks of receipt of deliverables. F. Reporting Requirements and Deliverables: The vendor will provide Excel, Word, PDF, PowerPoint or other agreed upon format documents relevant to the deliverables as required by the project schedule for each task. The vendor will also provide summaries of additional research and collaborations with other educators and/or content experts, as well as bibliographic or source information about the original research. The vendor will be available on agreed upon times and dates for conference calls or meetings on an as needed basis not to exceed two conference calls for kick off and each draft and one on-site meeting. G. Program Management and Control Requirements: Of the Exhibition Program staff, the exhibition educator will work directly with the vendor in providing feedback for each deliverable. The vendor will submit the completed deliverables and all related materials as final documents in electronic format (e.g., Word, Excel, PDF, PowerPoint, etc.) to the project manager as required in individual task schedules. Progress payment is acceptable based on task schedule. The criteria for the acceptability of the deliverable include adherence to the detailed scope and criteria listed under the ‘Initial Tasks' section, as well as the following specifications: • Accurate, clear, and concise content as it reflects the themes, messages, and content of the exhibition • Evidence of peer-review and reviewer feedback • Full responses to NLM feedback and questions provided for at each stage of a deliverable • Original research with sources noted • Use the styles set within provided document templates in MSWord • Delivery of source information and/or final files (documents, images, etc. that are not from the exhibition) necessary to complete the deliverables Initial Tasks Task 1 Develop two (2) K-12 lesson plans for the online exhibition: "Binding Wounds, Pushing Boundaries: African Americans in Civil War Medicine" (in development and to be launched in September 2010). Schedule: The vendor will start work 2 weeks after the purchase order is awarded. Each step should take approximately 2 weeks. Project launch Review of exhibition content and select lesson plan topic Delivery of first draft of both lesson plans to NLM NLM feedback on draft 1 to vendor Delivery of draft 2 to NLM NLM feedback on draft 2 to vendor Final lesson plan(s) delivered to NLM This task must be completed no later than May 1, 2010. Task 2 Develop two (2) K-12 lesson plans for the online exhibition: "Frankenstein: Penetrating the Secrets of Nature" (http://www.nlm.nih.gov/frankenstein/) Schedule: The vendor will start work 2 weeks after the purchase order is awarded. Each step should take approximately two weeks. The overall schedule may be adjusted as long as the final deadline is met. Project launch Review of exhibition content and select lesson plan topic Delivery of first draft of both lesson plans to NLM NLM feedback on draft 1 to vendor Delivery of draft 2 to NLM NLM feedback on draft 2 to vendor Final lesson plan(s) delivered to NLM This task must be completed no later than August 31, 2010. The scope and criteria for a lesson plan: The lesson plan is developed in collaboration with, or peer-reviewed, by a classroom teacher(s) whose involvement ensures classroom usability and evaluative development process. The lesson plan identifies and incorporates appropriate exhibition content-exhibition text, themes, primary-source materials-into the lesson plan as instructional resources. The lesson plan offers complete instructional and assessment resources, which teachers can use as a whole or in part without needing additional research. The lesson plan incorporates inquiry-based, learner-centered, and 5E learning model instructional approaches, as well as supports its use by both new and veteran teachers. The final lesson plan consists of the following sections that are detailed clearly and concisely for usability and effectiveness: • Title • Grade Level(s), • Time Needed: e.g., # periods for 40 or 45-minute class period • Description: an overview summary • Learning outcomes: Students will be able to.... • Background information: This provides teachers enough information about the topics in the lesson plan, in which they may not have expertise-e.g., exhibition specific content. • Vocabulary: the words that may be introduced/incorporated into the lessons. • Materials: All instructional materials to be used during each lesson period-e.g., student handouts/worksheets, teacher's copy of handouts with instructional suggestions, classroom slides/transparencies, rubrics, etc. [NLM will provide MSWord template file(s) for creating downloadable instructional materials for teachers and students.] • Lesson/class Procedures (minimum 1 and maximum 3): Step-by-step procedures for each lesson/class period allows new teachers to use the lesson plan while veteran teachers are able to modify them as s/he sees appropriate for students.
