- The Department of Defense (DoD) Defense Information Systems Agency (DISA), Program Executive Office - Global Information Grid Enterprise Services (PEO-GES), Falls Church, VA has the need to provide sustainment of the Event Management Framework (EMF) Web application. This RFI is intended to gather market research by identifying suppliers that possess the resources and skills required to operate, sustain, troubleshoot, and integrate product upgrades in support of EMF. Objective: To obtain information about suppliers that are: 1. Experienced in the operational sustainment of DoD web-based, Defense Enterprise Computing Center (DECC)-hosThe Department of Defense (DoD) Defense Information Systems Agency (DISA), Program Executive Office - Global Information Grid Enterprise Services (PEO-GES), Falls Church, VA has the need to provide sustainment of the Event Management Framework (EMF) Web application. This RFI is intended to gather market research by identifying suppliers that possess the resources and skills required to operate, sustain, troubleshoot, and integrate product upgrades in support of EMF.ted information systems 2. Familiar with EMF core technologies Background: EMF is a GOTS web-based, command and control, decision support assistant that provides automated content discovery, data reduction, data correlation, and alerting capabilities that enable watch officers to be more effective and efficient in their daily Command Center activities. EMF ingests multiple sources of structured and unstructured information (e.g. Really Simple Syndication [RSS] data feeds, internet searches, etc.), with the capability to correlate multiple incidents and alerts in order to isolate and define events in progress. This provides a clear situational awareness of emerging events and the development of coordinated Courses of Action (COAs) to manage them. EMF functions as a virtual shared data repository, populated and accessible by all concerned, regardless of data source or physical location. The operation and sustainment of EMF includes but is not limited to the following: 1. Provide project management, engineering, testing, Information Assurance (IA), Tier 2 help desk support, configuration management, and support for day-to-day operations 2. Conduct system testing in security, test, and development environments 3. Maintain system documentation in accordance with established standards 4. Coordinate software updates and bug fixes with JBISoft Inc, RiverGlass Inc, and Environmental Systems Research Institute (ESRI), the developers of core EMF technologies: a. Semantic Search and Discovery: Rapidly and automatically acquire relevant information from multiple data sources in various formats based on a mission-centric taxonomy b. Correlation: Identify and visually display direct and indirect associations of relevant mission data placing it in context c. Alert: Provide immediate notification of critical information supporting mission events based on specific Commander's Critical Information Requirements (CCIR) and user- established profiles d. Presentation: Transforms geospatial information embedded in alerts, documents, and other sources into location data displayed on a map, thus enhancing situational awareness and understanding 5. Provide technical support to Combatant Command (COCOM) EMF users, to include problem resolution and resolving system discrepancies 6. Contractors will be required to possess, at a minimum, a final security clearance of US Secret. A Top Secret or Top Secret SCI is required for key personnel, SAs, and SMEs. All Top Secret work will be done and information and/or products stored at government facilities. Requirements: RFI responses must include: 1. Name of the primary point of contact for the response 2. Business title 3. Email address 4. A brief summary description of previous relevant experience in the operational sustainment of DoD web-based, DECC-hosted systems. Include management, engineering, testing, help desk support, and configuration management Knowledge and Experience: DISA PEO-GES requests answers to the following questions: 1. What experience do you have with DoD Information Assurance (IA) policies and procedures? 2. What experience do you have with DISA's Network Operations (NetOps) policies and procedures? 3. What expertise do you have with net-centric services? 4. What experience do you have in the implementation of applications in DISA's DECC hosting environments and coordination of efforts with DECC personnel? 5. What experience do you have in implementing the EMF Core Technologies as listed in the background section? All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 51.215-3, Request for Information or Solicitation for Planning Purposes is incorporated by reference into this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on products available. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Again, responders are solely responsible for all expenses associated with responding to this RFI.
