- Performance Work Statement (PWS): Title: MHS BLOOD MANAGEMENT DONOR SERVICES Requiring Activity Name: DHIMS 1.0SCOPE This award provides for the services, materials, and software needed to procure an enterprise-wide Blood Donor Management solution. This enterprise AIS (automated information system) solution will manage aspects of the blood donation process including blood donor screening, products and associated record keeping for military blood donors, their dependent donors and other civilian donors in the Continental United States (CONUS), Outside Continental United States (OCONUS), and Theater. 1.0.1Background Prior to the late 1990s, the DoD Blood Banks (donor centers and transfusion services) used manual processes to comply with required documentation. Patient and test data was transcribed by hand onto labels, logs and result forms; look backs required manual examination of blood transfusion and donor records; patient and donor records were retrieved manually; inventory counting was done manually which resulted in inconsistent availability of blood supplies, over collection and increased number of expired blood units. In response to the need to automate blood management processes, the Military Health System (MHS) developed an automated information system (AIS) to support the Armed Services Blood Program (ASBP), the Surgeons General and MHS personnel readiness. The current legacy system, the Defense Blood Standard System (DBSS), is designated by the US Food and Drug Administration (FDA) as a Class II Medical Device (510K). DBSS v3.04 is the AIS currently maintained by the Defense Health Services Systems (DHSS) Program Office to manage donor and transfusion workflow. Donor eligibility is determined via a standardized screening process as required by the FDA and the American Association of Blood Banks (AABB). The ASBP uses a paper form (Department of Defense Form 572, Blood Donation Record) to capture the donors health history. A sample of the form can be obtained on request to the Government Point of Contact (POC) listed in the Submission Procedures, below. The health history questionnaire serves as the first step in the collection process for protecting the blood supply and potential donor. The DD Form 572 has been changed over the years due to the emergence of new diseases and more rigorous donor eligibility criteria. The length of the form has been expanded to its maximum capacity with the addition of new questions that need to be captured for the screening process. The goal is not to maintain the form but to obtain an automated donor interview and screening system that is FDA compliant and meets all current donor qualification standards. A blood donor center staff member must review and interview the potential blood donor upon completion of the questionnaire. This increases the blood donor centers staff workload and poses a time constraint on the number of donors that can be processed during a given day. The goal is to process 100 donors over a one hour period. The DoD Standard Form (SF) 518 is the blood product request form and patient transfusion record. The form is used to supplement the current blood management AIS, because the form has not been completely integrated into the Laboratory Information System (LIS) and the hospital Electronic Health Record (EHR). 1.0.2Objectives The Offeror shall provide an enterprise blood donor management system to include the ability to support the full spectrum of donor screening, registration functions and all blood manufacturing functions (to include but not limited to donor collection, component preparation, testing, labeling, shipping, reporting); share appropriate information between individual centers; create look back (i.e., blood product traceability) across all centers and MHS ; share information in standard formats to other MHS IT systems.
