- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Army CECOM Contracting Center Washington, on behalf of the Department of Defense Project Manager Mobile Electric Power, intends to solicit and negotiate with DRS Sustainment Systems, Inc. for an additional 160 Low-Rate Initial Production (LRIP) 60,000 (60k) British Thermal Units per Hour (BTUH) Improved Environmental Control Units (IECUs) manufactured by DRS Sustainment Systems, Inc. The 60k BTUH IECU is a military ruggedized field environmental control unit that is designed to provide temperature control in environments ranging from -50 degree F to +125 degree F. The 60k BTUH IECU program is a joint Army and Air Force effort to replace heavy and inefficient Environmental Control Units (ECUs). The 60K IECUs are lighter in weight than the existing military ECUs which are used to provide environmental control to Force Providers, Deployable Medical Systems and Tactical Operations Centers. In an attempt to reduce the logistics footprint and increase system deployability, the 60K IECU will be deployed to all Services, but primarily to the Army and Air Force. Effective 1 January 2010, the current Clean Air Act and the Montreal Accord (to which the U.S. is a signatory) requires the cessation of the manufacture of Heating, Ventilating and Air Conditioning (HVAC) systems using ozone depleting chemicals. The 60K IECU is the Armys only standard HVAC system, with full Integrated Logistics Support that meets this requirement. It is the intent of the Army to increase Firm-Fixed-Price CLINs within the existing 60k IECUs contract number W909MY-06-C-0032, for the purchase of additional 160 LRIP 60k BTUH IECUs and extended the contracts period of performance from 30 April 2010 to 1 November 2010. It is the intent of this office to award this modification to contract W909MY-06-C-0032 on the basis of other than full and open competition under the authority of FAR 6.302-1. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required 60k BTUH IECUs may submit a proposal that will be considered by the agency. Responses are to be received via E-mail within 10 calendar days of the date of this notice. All requests for further information must be in writing via E-mail.
