Issued by: NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, ACQUISITIONS DEPARTMENT, 9742 MARYLAND AVENUE, NORFOLK, VIRGINIA 23511-3095 This solicitation will be issued to obtain contractor qualifications for which a contract, by means of a negotiated firm fixed-price procurement, will be awarded. A contract will be awarded to the responsible offeror offering the Lowest Price Technically Acceptable (LPTA) proposal. This solicitation will be issued as N40085-10-R-9413. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS. All Service Disabled Veteran (SDV) small businesses certified HUBZone small businesses, certified 8(a) small businesses, and other certified small businesses are encouraged to respond. Large Business proposals will not be considered. The North American Industry Classification System (NAICS) Code for this project is 236220 with a size standard of $33.5M. Project Description: The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. The reserve Training Center will be a one-story steel framed structure with concrete foundation, concrete slab floor, masonry walls, hollow-metal doors/frames with hardware, sloped metal roofing system, fire protection system, heating, ventilation, and air conditioning systems. A specialty constructed weapon's storage area, assembly hall, classrooms, locker and shower rooms, workshops, and electrical and mechanical utilities that include a fuel oil tank. Construction will also include security lighting, paved tactical vehicle parking with perimeter fencing, paved privately owned vehicle parking, and security lighting systems. Sustainable design will be integrated into the design, development, and construction of the project in accordance with Executive Order 13123 and other directives. The construction and siting will comply with all applicable UFC Anti-Terrorism/Force protection (AT/FP) guidance for a primary gathering facility The Bid Item 0001 (Base Bid) is to provide the entire work complete in accordance with the Solicitation. All work must be completed and ready for use not later than 361 calendar days after notice to proceed. The total price magnitude is between $10,000,000.00 and $25,000,000.00 EVALUATION - LPTA FACTORS Proposals will be evaluated based on their technical merits for the identified criteria. All technical factors/sub factors are of equal importance. Technical is approximately equal to price. The Basis of Award for this procurement shall be based on price and technical merits, which together, constitute a best value to the Government; however, not necessarily the lowest price. The objective is selection of a contractor whose overall proposal demonstrates the best value to the Government based on the specified criteria. The technical evaluation factors include: Factor 1 Corporate ExperienceFactor 2 Past Performance Price The Request for Proposals (RFP) will be issued between February and May 2010. Tentative date/time for submission of proposals will be on or about June 2010. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. An overall technical rating must be at least "ACCEPTABLE" in order to be eligible for award. An "UNACCEPTABLE" rating in any factor results in the overall technical proposal being rated "UNACCEPTABLE" unless corrected through discussions. From all proposals rated ACCEPTABLE, the lowest price will be chosen. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. A contract award will be made to the responsible offeror whose offer, conforming to the request for proposals, will be the most advantageous to the Government, considering only price and price-related factors included in the RFP. A Bid Bond in the amount of 20% is required. The Government reserves the right to reject any or all proposals prior to award.
