Attachment 5 Attachment 4 GENERAL INFORMATION Document Type: Notice of Intent – Sole Source Justification The Air Force Association has already leased from MC2 approximately 25,000 square feet to include the booth exhibit space and necessary deliverables at the Henry B Gonzales Convention Center in San Antonio, Texas which will be hosting the Air Force Association (AFA) Exposition. The AETC Symposium will hold the exhibitions, ceremony and reception in the same facility requiring identical booth displays where the AFA Exposition is scheduled to simultaneously take place. MC2 is the sole source contractor that will provide the turnkey booth space and is responsible for all associated deliverables/incidental services in support of the Expo and is the sole source for the lease of all exhibit areas within the convention center. The AFA’s Exposition is tailored to the professional requirements of the Air Force enlisted, officers, guardsmen and reservist. In order to provide a seamless and integrated exposition, AETC/CCP must match the existing furniture and accessories within the convention center provided to the AFA by MC2 in support of the 2010 AFA Exposition. All booths within the convention center must be identical in appearance and function. They must present a seamless and transparent appearance by matching the exisiting furnishings being provided by MC2 to include the same color drapes, size back wall, and type of identification signage. For this reason, no other source than the exclusive provider MC2 can meet this requirement. Gonzalez Convention Center San Antonio TX GENERAL INFORMATION The 12th Contracting Squadron, 395 B Street West, Suite 2, Randolph AFB has a Sole Source requirement to purchase items as described in the Schedule of Supplies/Services and Performance Work Statement. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only notice. A written solicitation will not be issued. This requirement is issued as a request for quote (Reference-Number F3PF1G9363A001). The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular 2005-38. IAW 10 U.S.C. 2304c(1), as implemented by FAR 6.302-1 – Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. A Firm Fixed Priced Award will be made to MC2, 500 Interstate West Parkway, Lithla Springs, GA 30122, in accordance with the following Schedule of Supplies/Services: NAICS Code: 561920; size standard $7.0M dollars NATURE OF ACQUISITON: Headquarters AETC/CCP has a requirement to lease approximately 165 exhibit booths to include the exhibit space of approximately 25,000 square feet and all associated booth dressings such as the draperies, the display table, all necessary furniture, signage and the booth back walls held at the Henry B Gonzales Convention Center in San Antonio, Texas. The Schedule of Supplies/Services provides all items and quantities required for the AETC Symposium for the period of 12 – 15 Jan 2010. JUSTIFICATION The Air Force Association has already leased from MC2 approximately 25,000 square feet to include the exhibit space and necessary deliverables at the Henry B Gonzales Convention Center in San Antonio, Texas. MC2 is the sole source contractor that will provide the turnkey booth space and is responsible for all associated deliverables/incidental services in support of the Expo and is the sole source for the lease of all exhibit areas within the convention center. All exhibit booths and associated deliverables must identically match in minimum terms such as color, material, size and function. For the purposes of uniformity, no one booth “can stand out” from all the other booths. This procurement will be awarded under Simplified Acquisition Procedures. All inquirey responses to this notice must be received by 07 January 2010, 01:00 p.m. CST. A request for solicitation will be considered as non-responsive. Please see attached documents
