Background The NCSC in Memphis, Tennessee develops products and services to assist the USPS and the mailing industry in fully and efficiently utilizing the USPS automation system of equipment and software. NCSC’s mission is to support the USPS with a quality address database, a secure change of address system, addressing policies and programs, and customer address products in order to facilitate the timely and cost effective coding, sorting, and delivery of the mail. Additionally, the USPS provides products and services to improve address quality and allow mailers to obtain discounts based on address quality. The objective of this notice is to gather information from current sources that can meet the requirements specified herein. This is a request for information only and is not a solicitation to purchase equipment or services. The USPS may use information gathered through this announcement to pre-qualify multiple sources for the opportunity to submit a proposals for possible future solicitations. Pre-qualification Process Pre-qualification is a process whereby a supplier’s ability to meet specific USPS requirements is evaluated. A purchase team will review and evaluate documentation submitted by interested suppliers in accordance with the evaluation factors listed in this announcement. To receive credit for evaluation purposes, suppliers must meet all the requirements and submit adequate documentation. Failure to address an item or submit the required documentation will reflect negatively in the evaluation scoring. After the purchase team reviews and analyzes supplier responses based on information requested in this pre-qualification process, suppliers may be placed on the pre-qualified list. All qualified suppliers may not be placed on the pre-qualified list if the purchase team decides (1) a smaller group will provide adequate competition, or (2) that some suppliers are considerably more qualified than others, thereby precluding opportunities for the less qualified. During this process, each prospective supplier can be assured of the following: 1.All suppliers will be treated fairly and objectively 2.The inclusion or exclusion of a particular supplier will be based strictly on business reasons and will be judged solely on the predetermined pre-qualification criteria. 3.A sufficient number of suppliers will be placed on the list to ensure adequate completion for subsequent purchases. 4.Any sensitive business information provided by a supplier will be sufficiently protected from disclosure. The pre-qualification process does not constitute an assurance that a subsequent Request for Proposal (RFP) will be issued. However, when, or if a RFP is issued, it will be provided to those suppliers on the pre-qualification list. Should an RFP be issued, it may or may not result in an award, and the Postal Service reserves the right to make more than one award to procure the services required. The USPS may elect to use the information received in the responses to this pre-qualification process to satisfy subsequent business needs. Late Submissions Any document received at the office designated in the pre-qualification package after the exact time specified for receipt will not be considered unless it is received before the evaluation takes place, and: a.It is the only submission received; or b.Consideration of the submission is determined by the contracting officer to be in the Postal Service’s interest. Requirements Potential sources must have the ability to staff a facility performing a variety of tasks as designated by the USPS and fulfill completely the USPS business requirements. The size of the staff will vary but is estimated to be between approximately 250 and 300 persons. These people must be able to attain a sensitive security clearance and will be employees of the supplier not USPS; therefore the supplier will be responsible for the necessary support functions. The Supplier must show the ability to obtain, provide, maintain and retain properly trained and qualified personnel. The Supplier must be capable of maintaining a safe and healthy work environment, in a facility provided by the USPS. The Supplier must ensure that the Supplier’s safety procedures comply with all federal, state, local and USPS regulations. The Scope of Work activities that occur at NCSC are as follows: a.Fulfillment: Fulfillment functions include multi-media, electronic and hard copy preparation, creation, quality control, distribution and dispatch of customer product fulfillment and customer communication. Multiple functions are necessary to support the NCSC fulfillment function. These include FTP/SFTP electronic distribution of media, mass media creation to CD, DVD, multiple high speed printer/inserter platforms, inventory control of needed supplies, mail preparation software development/maintenance, product quality control procedures and verification, mail preparation, warehouse functions to support suppliers and dispatch operations and scheduling of transportation to ensure dispatch of value for physical products. b.Application Development: Responsible for all levels of support for application development with skills in industry standard software engineering practices for analysis, design, code, integration, testing, development, risk identification and management, software configuration control, and quality metrics, with a rapid-development viewpoint. Language skills required are Coldfusion/Flex/Flash, Java, JSP, JavaScript, C/C++, PERL, Unix Shell Scripting, Oracle PLSQL, Cobol, Microfocus, CICS, WebSphere, IBM/C, JCL, SYNCSORT, PKZIP, IDCAMS, etc. c.Database Management: Responsible for all levels of support for databases including the design, implementation, operation, scheduling, monitoring, tuning, and maintenance of Oracle database management systems following USPS defined database administration policies, procedures and standards. Database management is also responsible for the installation of Oracle software and patches, scheduled exports and database backups to ensure recovery, provide support in all phases of software development lifecycles, acts as the gatekeeper for promotion of production database implementations and provide 24/7 on-call support for database issues for 25 production databases on 14 servers. d.IT Support: Responsible for management and support of the local technology architecture, acts as a liaison between local development groups and USPS IT, and provides 24/7 support in each of the following environments: 1.Windows I.Hardware support for local servers and development desktops II.User support for USPS ACE (Advanced Computing Environment) desktops and laptops III.Media Fulfillment of over 275,000 CDs/DVDs for weekly and monthly products each year utilizing Rimage equipment 2.UNIX/Linux I.Administrative and hardware support for local UNIX servers which includes maintaining O/S environments such as Solaris, Redhat, Linux Enterprise Server, as well as third party software applications including but not limited to Coldfusion, Microfocus, COBOL, Net Backup, WebSphere, PERL, X-Window, MS Windows Interfacing (SAMBA), Veritas VCS, and Oracle Timesten in-memory database II.Support of production applications on Sun Sparc and HP Intel servers using USPS defined problem reporting and change management tools and procedures 3.Network I.Responsible for resolving local network issues working through national USPS IT network team II.Performs network and server security scans to identify vulnerabilities and correct issues. 4.Mainframe I.Provides support for applications running in a Z/OS environment (utilizing COBOL, IBM/C, JCL, SYNCSORT, PKZIP, IDCAMS, etc.) to ensure postal standards are followed for all application changes plus coordinate resolution of problems for existing production applications. Defines and establishes schedules for application processes using BMC’s Control-M II.Provides on-site operational support 24/7/365 for coordinating issues with all on-call support groups e.Program Management: A Program Manager shall be provided by the Supplier to act as a liaison with the Postal Service. Program Management responsibilities include: 1.Timely hiring of qualified personnel in accordance with contract requirements 2.Ensuring timely performance of work in accordance with customer specific requirements 3.Establish and disseminate performance standards, and provide necessary training at no cost to the USPS with guidance in support of performance standards 4.Ensure that contract personnel meet the performance and professional standards as it relates to work habits, quality of work, dress and behavior 5.Provide overall quality assurance guidelines to Contract staff 6.Correct deficiencies in a timely manner 7.Ensure timely submission of deliverables defined in associated customer specific requirements. f.Help Desk: Help desk functions include professional customer contact for a wide variety of product and service support, as well as an internal interaction related to customer issue resolution. These tasks consist of multiple unique helpdesk support functions with specific expertise required for each. Technical knowledge of vendor software, USPS Mailing Requirements, AIS product content and relational qualities to other products, barcode specifications, label specifications and application processing is required. In order to ensure overall mail quality and compliance with USPS requirements Customer/Vendor software certification, barcode certification and label certifications are conducted. g.Administrative Support: Administrative Support consists of many functions ranging from receptionist duties to mailroom operations. People in administrative support roles prepare all correspondence, answer phones, arrange conferences and meetings, greet and assist visitors, maintain recurring internal reports and office files. The responsibilities includes managing supply requisition and supplies, the facility manager’s daily activities, mailroom operations as well as disaster recovery and facilities lease and maintenance management and oversight. h.Financial Control: Financial control involves accounts receivables, accounts payable, financial analysis and periodic reporting of financial information and reconciliation. Activities include developing procedures and controls to acquire and maintain accurate financial information, reconcile credit card purchases, and coordinate correspondence with suppliers. Responsibilities also include inventory management. Pre-qualification Evaluation Criteria Potential sources seeking consideration are those that can address the following: 1.Performance Capability: Provide information demonstrating that your company has the necessary organization, qualified personnel, experience, accounting, operational controls and other technical skills necessary to ensure superior contract performance and fulfillment of contract requirements. Full disclosure of any use of subcontractors. 2.Current and Past Performance: Document a minimum of five (5) years experience in projects of similar size and scope. Supplier will furnish information to include labor categories managed as well as numbers of employees in each category. This information must be contract specific and not a total of combined contracts. Identify and detail proven results using Supply Chain Management (SCM) business practices. Provide a history of being reasonable and cooperative with customers, a commitment to customer satisfaction and of integrity and business ethics. The USPS will consider experience in performance on government contracts, particularly postal contracts, as an advantage. 3.Ability to Interact with Other Organizations: Demonstrate your ability to interact and work with other organizations both internally and externally to the Postal Service. 4.Quality Systems: Document what quality systems you utilize to ensure customer satisfaction and how these systems could be integrated into this contract as performance measurements. Customer satisfaction is defined in this case to mean both Postal NCSC management as well as external customers of the NCSC. 5.Management Philosophy and Vision: Provide examples of how your company’s philosophy and vision have resulted in quantifiable results in the area of client satisfaction, controlling or reducing costs and innovations resulting in a better working environment for your employees. A copy of the supplier’s mission statement must be provided. 6.Financial Responsibility: Provide financial documentation, no older than 90 days, regarding resources/operating capital to ensure successful contract performance (i/e Balance Sheets, Profit/Loss Statements, etc). 7.Supplier Diversity: Provide your company’s supplier diversity and subcontracting opportunities plan(s). Schedule & Deliverables The pre-qualification process is not a solicitation. Pricing is not an evaluation factor in the pre-qualification process so therefore business packages must not include any pricing information. To receive credit for evaluation purposes, suppliers must meet all criteria and submit all adequate documentation. Supplier must address each of the requirements listed under Evaluation Criteria independently and in-depth. Statements to criteria such as “will comply”, “the equipment complies”, or the like, will reflect negatively in the evaluation scoring. For standardization, please address and tab each individual criterion separately by the number listed under Evaluation Criteria. Section headings must match the evaluation criteria. Please clearly mark each sheet containing confidential and proprietary information. Pre-qualification submission is limited to 20 pages (8.5 x11- single sided, minimum 10 point font). This does not include the table of contents page, past performance references, financial information or screen print items (limit screen print items to 2 pages per criterion). Interested parties shall submit a total of six (6) hard and six (6) soft data copies of their response to Mr. Darryl L. Mattocks on or before 11:00 AM EST, Friday, February 05, 2010.
