- This is a sources sought notice and it does not constitute a solicitation. The U.S. Government is conducting a market survey of industry to identify sources that are interested in fulfilling the Afhanistan-Technical Equipment Maintenance Program (A-TEMP) which is a maintenance support requirement for the Afghan National Security Forces (ANSF) within Afghanistan. The ANSF has an expanding fleet of equipment consisting of approximately 20,000-43,000 Afghanistan National Army (ANA) pieces of equipment which are maintained at 34 locations and approximately 15,000-27,000 Afghanistan National Police (ANP) pieces of equipment maintained at 18 locations. The equipment is normally operated from fixed locations but, as operations dictate, the equipment maybe operated in austere and remote locations. Both equipment maintenance operations are well established and currently under government contract. The ANA and ANP equipment fleets will be maintained at separate facilities and under separate delivery orders. The primary objective is to provide apprenticeship training, equipment maintenance and supply chain management support. Bilingual (Dari / English) capability to ensure smooth interaction with U.S. Government representatives at individual maintenance locations will be a contract requirement. It is not anticipated that the U.S. Government will hold a site visit in the near future. However, all interested parties are advised to continue to check FedBizOpps and Joint Contracting and Contingency Services (JCCS) websites for further announcements. It is anticipated that this solicitation will be issued on a full and open basis. Parties interested in responding to a solicitation for this requirement, are invited to indicate their interest by providing a brief summary of company capabilities to the Government. A copy of the Performance Work Statement (PWS) can be requested from Ms. Cheryl Nielsen at Cheryl.nielsen@us.army.mil to be utilized for your response to this notice. The capabilities summary shall include the companys capabilities, including a brief description of facilities, personnel and past experience as it relates to the A-TEMP requirement. This information shall be submitted to Ms. Mariellen Crosson at mariellen.crosson@us.army.mil and Ms. Cheryl Nielsen at cheryl.nielsen@us.army.mil. Please respond no later than 22 January 2010. All information collected from this market survey shall be used for planning purposes only. Do not mistake this sources sought as a request for proposal or as an obligation on the part of the government. The government does not intend to award a contract based on this market survey or otherwise pay for information solicited. Please identify any proprietary information submitted. All information submitted will be held in a confidential status.
