Description
Construct a new Army Reserve Center of three buildings, a 2 story Training Building, with approximately 59,000 SF, that will contain functions for administrative duties, educational training and unit and weapon storage, a one-bay Organizational Maintenance Shop (OMS) building, of 3,100 SF, that will contain functions for administrative duties and vehicle maintenance and training, and a pre-engineered steel, Unheated Storage Building of approximately 2,700 SF. The Training building will be a 2 story main mass, with an attached 1-1/2 story mass which contains the assembly hall. The training Center will be clad primarily in a white range field brick, with bands of tan ground face block throughout, and periodic fields of matching tan split face block to break up the long mass of the elevations. The ARC facilities are to be located in an industrial area of Naval Station Newport, bordered by large warehouse type buildings to the west and north, and bounded by the installation perimeter on the east and south. This site is near the intersection of Coddington Highway and Simonpietri Drive, at Gate 10, and consists of approximately 7.5 acres. Supporting facilities include site preparation, MEP and POV parking, access roads, fencing, and extension of utilities to serve the project. This facility will support 400 permanent USAR reservists and full time support personnel. Additional military and civilian personnel can be accommodated on a visiting basis. The estimated price range is between $10,000,000 and $25,000,000. This procurement is unrestricted. This Solicitation is a single phase procurement following the Lowest Price/Technically Acceptable LPTA - procurement process. This process requires potential Offerors to submit their performance and capability information to be reviewed, evaluated, and rated by the Government. The proposal process for this single-phase procurement consists of the following: Experience of the Prime Contractor; Past Performance of the Prime Contractor; Price; and Pro Forma Information. A construction cost limitation will also be provided in the Solicitation. The Solicitation will include a complete 100% design package. Furniture will be purchased and installed by other contract. NAICS code is 236220. Size Standard is $33.5M. Contract duration is 480 days. Approximate issue date is July 15, 2009 and approximate due date for proposals is August 25, 2009 at 2:00 p.m. local time. This project is scheduled for award in October 2009. Award of the construction contract is Subject to the Availability of Funds. All bidders should be aware that construction funds may not be available for the contract award for up to 3 months from receipt of proposals.
