- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT The solicitation for this project will be posted on or around January 22, 2010 with responses due February 24, 2010. RECOVERY - Idaho Hells Canyon NRA Trails Maintenance The USDA Forest Service, Wallowa-Whitman National Forest has a requirement for trails maintenance on the Idaho side of the Hells Canyon NRA, Riggins, Idaho. This project is funded by the American Recovery and Reinvestment Act of 2009 (ARRA). Inclusion of unique provisions required by the Act all included in the contract. Project may consists of six (6) main areas for a total of 27 trails for approximately 165.6 miles. These trails need to be maintained in 2010 and again in 2011. The work consists of clearing downed and leaning trees and brush, cleaning existing drainage structures (waterbars, turnpikes, culverts, ditches, etc), brushing, clearing rocks and woody debris from trail beds. The contractor shall provide all labor, material, eqiupment, transportation, supplies required to complete these trails within the performance requirements, drawings and specifications. Contractors shall be required to comply with all rules and regulations pertaining to activities within the Wild and Scenic Snake River Corridor in Hells Canyon National Recreation Area, Wallowa-Whitman National Forest. This area falls within the nationally designed wilderness therefore is closed to the use of all motorized or mechanized equipment. Estimated start date varies for the trail areas. Snake River Trail consists of 1 trail 26 total miles estimated to start April 2010. West Fork Rapids consists of 5 trails 12.5 total miles estimated to start July 2010. Devils Farm Little Granite consists of 2 trails 15 total miles estimated to start July 2010. Seven Devils Trails consists of 8 trails 39.2 total miles estimated to start June 2010. Sheep Creek Trails consists of 6 trails 43.2 total miles estimated to start June 2010. Casey Mountain Trails consists of 5 trails 29.7 total miles estimated to start July 2010. Completion time varies per trail from 60-90 days. This contract may be awarded to more than one contractor. A contractor may be awarded more than one trail area if the contractor can meet the required performance timeline stated in the solicitation. Contractor is subject to special reporting requirements under the Recovery Act. These reports shall be made available to the public. This is 100% set-aside for HubZone.
