Description
The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis for subject matter expertise with Drew Van Riper (Company), 7072 Raleigh Tavern Drive, Manassas, VA 20112-3204. The contract shall be for one base year and have four 1-year options. The Contractor shall be responsible for providing a demonstrated expert to provide subject matter expertise (SME) to the FBI on matters related to advance forensic science and bombing crime scene training, maintenance of the Explosives Reference File (ERF), review of Forensic Explosive and Hazardous Device reports. The Contractor shall provide a wide array of advanced forensic and bombing crime scene training in support of Bureau-wide counter-terrorism training mission to Federal, State, Local and International Law Enforcement officers attending FBI sponsored training. The training shall be provided through the development and delivery of specialized improvised explosive device (IED) and advanced forensic analysis curriculums. The training shall include Explosive Awareness to New Agents, IED training to LEGATs, Post Blast/Forensic training to FBI Special Agents, Special Agent Bomb Technicians (SABTs), Evidence Response Team member, and State, Local and International Bomb Technicians/Investigators/Law Enforcement Officers. The contractor shall provide training to new Explosive and Hazardous Device Examiners/Physical Scientists in the area of administrative and technical matters associated with forensic bench notes and reports. The Contractor shall be responsible for providing a demonstrated explosive hazardous device expert capable of performing technical and administrative reviews of FBI Laboratory reports generated from forensic examinations of bombing debris. The Contractor shall have the required knowledge and experience in FBI s administrative policies, the forensic capabilities of the FBI Laboratory, explosive and hazardous devices, and the procedures for conducting forensic examinations. The contractor, in order to maintain the ERF shall maintain a liaison with domestic and foreign manufacturers of explosives and hazardous Device Examiners and Physical Scientists and will perform technical and administrative reviews of Forensic Explosives and Hazardous Device reports prepared by Explosives Unit. The contractor shall be familiar with all current FBI forensic techniques and Explosive and Hazardous Device Laboratory reports. In addition, the contractor shall be familiar with all domestic and foreign manufacturers of explosive and hazardous devices. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, only Drew Van Riper (Company) has the certified Explosive and Hazardous Device examiner with the required level and breadth, depth and experience both with the subject matter and has the ability to assume the task without excessive learning curve down time due to familiarization with the FBI and its operations. Numerous changes have taken place in the forensic examination of evidence, capabilities of the FBI Explosives Unit, to include the FBI Laboratory, and the actual devices that terrorist groups are utilizing over the last several years. Therefore, it is critical that the contractor be current and up to date with the capabilities of the FBI Explosives Unit/Laboratory, most up to date forensic examination procedures/techniques and current terrorist explosive devices. Only contractors who have been FBI Explosives Examiner have the requisite skills and required training necessary to perform the required services. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 2:00 PM, EST, Friday, January 15, 2010, via facsimile to the attention of Ms. Lynda M. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The awardee must be registered in the Central Contractor Registration Database and the Online Representations and Certifications.
