- NAICS Code: 541611 NAICS Code: 541611 - The U.S. Environmental Protection Agency (EPA) National Enforcement Investigations Center (NEIC) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) part 13, Simplified AcquisitionProcedures to Powell & Reese, Inc. in the amount of $110,000.00 for an Organizational Development Intervention program. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Powell & Reese is uniquely qualified to deliver to NEIC a FIRO-based intervention that is blended with a certification in the application of principles of Gestalt psychology to human and organization systems' development. Additionally Powell & Reese has provided training to one-third of the NEIC staff in the past and is familiar with the unique dynamics of the NEIC culture that promulgate the requirement for an organizational development intervention that will enable the NEIC to develop a cohesive and efficient organization that is capable of producing high quality investigations that satisfy the most rigorous standards of jurisprudence in order to protect the environment. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received by COB on January 19, 2009, must provide evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
