- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside. This solicitation number is RFQ1411994 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Aging (NIA) has a requirement for scientific support services for the Division of Geriatrics and Clinical Gerontology. The contractor shall: 1. provide administrative support for work related to the Geriatrics Branch application and awards including investigator-initiated projects, training and career development awards and the Older American Independence Centers 2. Respond to applicant inquiries within 1-2 days of inquiry 3. Attend 10-15 review meetings via conference call and taking notes on reviewer discussions 4. Review approximately 50 summary statements in order to prepare guidance for applicants to respond to reviewer critiques 5. Assist with the selection of scientific reviewers for NIA grant applications 6. Assist in the development of terms and conditions and budget guidelines 7. Create data and informational tables that document scientific information on applications and awards It is anticipated that the period of performance will be 12 months with approximately 14 hours per week. The place of performance is Bethesda, MD for meetings and reviews conducted in meetings. Specific evaluation criteria, in order of importance, are: (1) Ability to meet the perform the duties as described (2) experience in the grant review function including the topic area of geriatrics and (2) past performance (up to 3 references within the last 5 years.) Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
