- Oxygen Concentrator System with Transport Case SPECIFICATIONS The oxygen concentrator system with transport case shall be an AirSep Corporation part number CTS05-1M or equal, which consists of the following part numbers: AirSep Oxygen Concentrator System part number OCS05-1M or equal, and AirSep Oxygen Concentrator Transport Case part number CA253-1M or equal. System description: The oxygen concentrator system shall produce up to 5 liters per minute (LPM) of therapeutic oxygen. This system shall have built-in alarms. The system shall have filters to remove dust, bacteria, and other particulates. The system shall provide for the attachment of an in-line humidifier. The gas mixture shall be delivered to the patient by producing an oxygen rich gas mixture by drawing in room air and extracting the oxygen. The oxygen concentrator system shall have a handle and wheels. The oxygen concentrator system with transport case shall have the following salient characteristics: A) Oxygen concentrator system (AirSep Oxygen Concentrator System part number OCS05-1M or equal ): 1) The oxygen concentrator's performance shall be 1-3 LPM: 95% ± 3%; 4 LPM: 92%± 3%; 5 LPM: 90% ± 3%, or better. 2) The oxygen concentrator's dimensions shall be no greater than 27.5 in (H); 16.5 in (W); 14.5 in (D), or its cube is no greater than 3.80 cubic feet. 3) The oxygen concentrator shall weigh no greater than 54lbs. 4) The oxygen concentrator shall be capable of line operation on 120 VAC / 60Hz/ single phase with power consumption no greater than 350 Watts. 5) The oxygen concentrator shall have the following built-in alarm features: power failure, high and low pressure, temperature, battery test, and low purity test. 6) The system sound level shall be no greater than 56 dB. 7) The system shall have a bacteria filter which is pre-installed inside of the oxygen concentrator. 8) The oxygen concentrator system shall include: a) One (1) each: Humidifier Bottle (AirSep part number HU003-1M or equal), bubbler and disposable humidifier. b) One (1) package/ 20 each: Gross Particulate Filter kit (AirSep part number KI278-1M or equal). c) One (1) each: oxygen concentrator user manual. d) One (1) each: oxygen concentrator technical/ service manual. B) The Oxygen Concentrator Transport Case (AirSep part number CA253-1M, or equal): the transport case shall be used to house the oxygen concentrator system, shall be essential for the protection through transportation and storage of the oxygen concentrator system. The transport case shall have the following essential characteristics: 1) Military standard requirements: The transport case shall have been field tested or shall have been specifically designed to protect the case's contents (the oxygen concentrator system) from the shock, vibration, and extremely high and low storage temperatures during transportation and storage in the field. If neither one of the two requirements listed above for the transport case is met, then the transport case with all of its contents (all of the components of the oxygen concentrator system along with any accessories contained inside the case) shall be verified and certified to meet or exceed the following Military standards: • MIL-STD-810 Shock (516.6 procedure 4) • MIL-STD-810 Vibration (514.6 procedure 2), • MIL-STD-810 Storage Temperature (501.5 procedure 1 and 502.5 procedure 1). Applicable DEF-STAN 81-41/STANAG 4280 standard can be substituted for the Military standards above. Verifications or certifications for conforming to the standards shall be provided. 2) The case exterior dimension shall be less than 36 in. (H) x 30 in (W) x 24 in. (D). 3) The case shall weigh less than 50 lbs (less content). 4) Case exterior color: prefers green, grey, tan, or black ( open to other colors) Commercial Manuals. The oxygen concentrator system shall be supplied with one (1) copies each of the user/operator manual, maintenance manual, service manual (must include preventative maintenance and repair procedures.) System Warranty. The contractor shall provide a warranty. The warranty shall cover all components in the standard package. Workmanship. The oxygen concentrator system shall be free from defects that detract from its appearance or impair its serviceability. Metal parts shall be free from burrs, pits and deformations. The finished surfaces shall be free of chips, scratches and abrasions. Unit. Each (EA.). One oxygen concentrator system with transport case, as specified, constitutes one unit. Product conformance. The products provided shall meet the salient characteristics of this specification, conform to the producers own drawings, specifications, standards, quality assurance practices and be the same product offered for sale in the commercial market. The Government has the right to require proof of such conformance. Preservation, packaging, packing, labeling and marking. Unless otherwise specified, preservation, packaging, packing, labeling and marking shall be to a degree of protection to preclude damage to containers and/or contents thereof under normal shipping conditions, handling, etc., involving shipment from the supply source to the receiving activity, plus any subsequent reshipment from the receiving activity, and shall conform to applicable carriers rule and regulations. Intermediate and exterior package quantities and labeling and marking shall be as specified in the contract or purchase order. Evaluation Criteria: Orders shall be placed with the Customer Value Contracting (CVC) contractor(s) that can supply the item(s) that represents the best value to the Government. Factors that will be considered to determine the best value include: (1) Price; (2) Delivery Requirements; (3) Past Performance.
