Description
United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, (EAD) intends to contract with the State's of Colorado, Kentucky, Minnesota and Wisconsin for the maintenance and repair of the National Weather Service (NWS) systems. The work shall provide for direct field maintenance support and other services to the transmitter and generator portion of the NWR systems to the various sites located within the States. NOAA, National Weather Service operates the NOAA Weather Radio (NWR) network to provide continuous transmissions of recorded weather and appropriate all-hazards warning information to the public. A NWR system consists of an audio control console, a transmitter system, a communication link, and emergency power generator system. The equipment is located on towers and at various sites throughout the states. The towers are owned by the State or a media broadcasting system within the state. The NWS has a requirement to provide routine and emergency maintenance and repair of the NWS owned equipment. The owners of the towers maintain a high level of security at the sites and access to these sites are available to select state employees, employees of the media broadcasting system. These intended contract actions are for maintenance services which the Government intends to solicit and negotiate with only one source for each state as listed below under the authority of FAR 6.302-1. Interested parties may identify their interest and capability by submitting the information requested herein. This is a notice of intent and is not a request for competitive proposals. However, any proposal received within 30 days from the date of this publication may be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the service; specify the site of interest; provide certification that they are authorized by the tower owners to service the equipment; and references (point of contact, phone number, description of work, dollar value and contract number) from previous contracts similar in nature to the work required herein. If no qualified, validated responses are received, the Government intends to negotiate with the following firms for the service: Colorado: CITS Telecommunications Service State of Colorado, Lakewood, CO; Kentucky: Kentucky Education Television, Lexington, KY. Minnesota: Minnesota Department of Transportation, St. Paul, MN; and Wisconsin: State of Wisconsin, Emergency Management Government, Madison, WI. The performance period under any resultant contract will be for a base year and four one-year options. This is not a request for proposal. Eastern Acquisition Division, requires that all Contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Contractors should submit their Certification and Representations thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors are encouraged to go on-line at www.bpn.gov to complete its representations and certifications. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
