Description
RECOVERY - THIS IS NOT A REQUEST FOR QUOTATIONS; A FULLY DEVELOPED TECHNICAL AND PRICE QUOTATION IS NEITHER NECESSARY NOR DESIRED. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. THIS CONTEMPLATED PROCUREMENT IS ANTICIPATED TO UTILIZE THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009 FUNDING IF IT IS DETERMINED THAT RESPONSIBLE SOURCES CAN SATISFY THE REQUIREMENT. All responsible sources are encouraged to respond to this notice; however, sources that do not respond shall not be precluded from responding to any subsequent solicitation. The National Institute of Standards and Technology (NIST) seeks a scanning Helium Ion Microscope (HIM). The HIM is a new technology in which an extremely bright source of Helium ions is used to image or modify bulk specimens. Responses from responsible sources should clearly establish capability of providing Helium Ion Microscopes. After results of this market research are obtained and analyzed and specifications are developed for the HIM, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that results would be conducted as a small business set-aside. NIST requires a Helum Ion Micrcoscope that meets or exceeds the following requires: Ion Beam requirements: (a) The ion source will be generated by field ionization of helium gas from an extremely sharp conductive tip. Ionization should be largely confined to the surface above just three atoms. (b) Generated probe size will be less than 0.4 nm (c) Accelerating voltage for the ion beam will between 25keV and 35keV. (d) Ion currents of up to 1 pA will be required. (e) Ion source will be formable in-situ via an automated process. Imaging and scanning requirements: (a) The microscope must be capable of <4 Angstrom resolution on bulk samples. Helium beam should do minimal damage to specimen while imaging. (b) There must be external control of the He beam x and y position for interfacing with third-party lithography packages. (c) Instrument will be capable of up 1 mm field of view. (d) The microscope should be able to image at highest resolution with a duty cycle of over 95%. Sample loading and stage requirements: (a) The instrument will have a loadlock with integrated plasma cleaning system (sample cleaning). (b) There will be a 5-axis motorized stage capable of the following: 1) X,Y travel 50mm, Z travel = 12mm 2) Rotation = 360° 3) Tilt = 0° - 45°, continuous variable Vacuum system: (a) The system will be pumped by mag-lev turbomolecular pumps backed solely with dry roughing pumps. There will be a ion gauge for monitoring the chamber pressure. System Interface requirements: (a) The microscope must be able to perform Rutherford Backscattering Spectroscopy with Helium ions. To this end, a solid state, energy resolving ion detector is required. (b) The microscope must be able to perform Rutherford Backscattering Imaging with Helium ions. This option will require an annular ion detector for high collection efficiency. Requested Information to be Included in Responses to this Notice: 1. Please indicate whether your company manufactures or is an authorized reseller/business partner for a HIM of any kind and, if so, please provide complete commercial specifications for the HIM that your company manufactures or sells, including the name of the company that manufactures, reconditions, or remanufactures the HIM, where it is manufactured, and detailed functional and performance specifications that the product meets. 2. If your organization is an original equipment manufacturer of HIM, then please provide the name of company(ies) that are authorized by your organization, as the OEM, to sell your organization's HIM, as well as their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Describe optional items that are available for purchase for the HIM, such as consumables, spares, tools, additional components, ancillary equipment, software licenses, telephone support, etc. 4. Indicate whether modifications of the HIM manufactured or sold by your organization would be necessary to meet Government specifications listed in this notice and, if so, indicate whether those modifications would be considered minor modifications as described in the FAR Subpart 2.101 definition of commercial item. 5. Provide any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. Responses to this notice shall be sent by email to Eduardo F. The responses should include all 5 requests for information listed above.
