Description
The purpose of this Market Survey is to seek information regarding the availability of layberth facilities and services to be contracted by the Government for Large, Medium-Speed, Roll-On/Roll-Off ships (LMSRs) and to identify sources that are capable of providing a berth for two to four (any class) LMSRs. Layberths can be in a nested or un-nested configuration. Interested parties should provide the estimated daily cost for supplying a layberth facility on the U.S. Gulf Coast. Please note that the deadline for responses has changed to 04 January 2010 and that Attachment (B), UFC 4-159-03, DESIGN: MOORING, DATED 03 OCTOBER 2005, has been added. The purpose of this Market Survey is to seek information regarding the availability of layberth facilities and services to be contracted by the Government for Large, Medium-Speed, Roll-On/Roll-Off ships (LMSRs) and to identify sources that are capable of providing a berth for two to four (any class) LMSRs. Layberths can be in a nested or un-nested configuration. Interested parties should provide the estimated daily cost for supplying a layberth facility on the U.S. Gulf Coast. The fixed priced cost shall include a security perimeter with 24 hour guard service, sewage and garbage disposal for two to four ships, and parking for a minimum of 40 vehicles. The Gulf Coast layberth facility must be capable of delivering reimbursable services including steam, potable water, electricity, and telephone services. It is additionally requested that responses provide an additional (separate) price to provide the berth with Unified Facilities Criteria (UFC) Service Type III, heavy weather mooring (50 year storm) for layberthed LMSRs that cannot or may not get underway prior to an approaching hurricane. The characteristics of the classes of ships are included with this survey. Specifics are as follows: 1. PORT: U.S. Gulf Coast 2. MISSION: Layberth Facilities & Services for two to four LMSRs 3. CONTRACT STYLE: Fixed Price with Reimbursables 4. COMMENCEMENT: About May 2011 5. PERIOD OF PERFORMANCE: Base Period of One Year with Four, One-Year Option Periods (Potentially up to Nine, One-Year Option Periods) 6. Interested parties shall furnish the following minimum information: a) Name of company b) Telephone Number, Fax Number, Mailing Address, and E-mail Address c) Brief summary of company history relative to similar requirements d) General specifications relative to above requirements e) Estimated daily cost of the layberth facility per LMSR, and estimated cost of the above stated reimbursables. f) Small business standing (i.e., small or large business) g) Please state which class(es) of LMSRs your facility is able to accommodate 7.
