Description
This acquisition is being procured as full and open competition. As part of your quote, please provide terms and conditions to include shipping costs (FOB destination), delivery terms, and quote expiration date. Provide your company name, address, phone number, Cage Code, DUNS, and Tax ID number with your quote. You are required to be registered in Central Contractor Registration (CCR) www.ccr.gov and Wide Area Workflow (WAWF) https://wawf.eb.mil at time of quote submission. Registrations will be verified prior to consideration of a quote. The following commercial item is requested in this solicitation: 4 French Horns with the Salient Characteristics of the following: 1. Yellow Brass Body 2. Detachable Bell 3. Gold Brass spun Bell Flare with engraved nickel-silver bell kranz and matte-lacquer finish on inside 4. Unlacquered Horn 5. Adjustable Finger Hook 6. Adjustable Flipper 7. Engraved Valve Caps 8. Waterkey on leadpipe 9. Piston exchange valve to choose to play the Bb or the F side of the instrument 10. Must accept the US standard of Morse 0 for the taper of the mouthpiece receiver 11. The lead pipe must be an alloy made from nickel silver with the addition of zinc to increase corrosion resistance 10. Instruments must be delivered within three (3) months of order receipt date ii) This solicitation, FA2517-10-T-6009, is being issued as a Request for Quotation (RFQ). iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. iv) This procurement is full and open competition. The NAICS code is 423990 and the size standard of the number of employee's is 100. v) The following commercial item is requested in this solicitation: French Horns for the USAFA Band vi) Product will be delivered to USAF ACADEMY BAND 520 Otis st Bldg 1256 Peterson AFB CO 80914-1620. (viii) The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (June 1008). All firms must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. DUNS, Cage Code, tax ID, terms and conditions shall be submitted with quote. All firms must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. Provide pricing for training, system maintenance, and travel expenses for a five day session. Please provide a breakout price for each area required. (ix) FAR 52.212-2(a) Evaluation-Commercial Items, applies to this acquisition (Jan 1999). Quote will be based on the lowest price quote while meeting technical specifications. (x) The provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items, is applicable to this acquisition (Feb 2009). All vendors must be registered in Online Representations and certifications (ORCA) (https://orca.bpn.gov)) at the time of Quote submittal. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to the acquisition (Mar 2009). (xii) FAR 52.212-5 Contract Terms and Conditions Required to Implement Status or Executive Orders-Comercial Items (Dec 2009) (Deviation) (a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (b) (1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b)(i) in a subcontract for commercial items.
