- This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA). The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. NHTSA welcomes Corporate Capability Statements from all individuals and organizations. NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NHTSA's use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA's evaluation of the information received. As a result of this Notice, NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against the NHTSA shall arise as a result of a response to this Notice. Scope/Background The U.S. Department of Transportation, National Highway Traffic Safety Administration's (USDOT/NHTSA) Traffic Injury Control/Office of Research and Development, through its Impaired Driving Division, conducts programs that focus on reducing alcohol-impaired driving motor vehicle crashes and the resultant death and injuries across the US. NHTSA focuses special attention to populations that are at particular risk of death or injury in alcohol-impaired driving traffic crashes. Native Americans are killed and injured in traffic crashes at rates two to three times the national average. Rates for Native Americans ages 14-24 are highest and double that of other ethnic groups for this age bracket. Native Americans have the highest percentage of alcohol-involved driver and pedestrian fatalities of any ethnic group. Young Native American drivers are particularly at risk of dying in a traffic crash as a result of alcohol use. NHTSA works collaboratively with other Federal agencies, States, local jurisdictions and organizations to reduce impaired driving and otherwise improve traffic safety. Each year, Congress provides NHTSA with funding for the States and Territories to support impaired driving and other highway safety programs. For the purpose of this Federal grant program, the Indian Tribes are considered to be a "State" and the Secretary of the Interior is considered the "Governor" for the Indian Nations. The Indian Highway Safety Program (IHSP) within the Bureau of Indian Affairs (BIA) has been designated as the Governor's Representative for Highway Safety. Indian Nations can request grant funds under this program either from the State in which they are located or from the IHSP. The IHSP funds are designated specifically for use by federally recognized tribes. The funds can be used for impaired driving or other highway safety projects. The IHSP and States issue requests for proposals for these funds every year. Proposals should be well-developed with a strong programmatic design. They should be based on problem identification using available data. They should propose the implementation of proven strategies and should identify goals, objectives, outcomes and other critical elements. The proposal and application process in applying for these funds is critical and the first step in Tribes implementing strong comprehensive tribal impaired driving programs. NHTSA is developing a "Model Tribal Comprehensive Impaired Driving Program" for use by Native American Tribes. The program includes a draft "Framework/Guide for a Comprehensive Tribal Impaired Driving Program" and a draft "Model Grant Application" intended to enhance the effectiveness of the Tribes' ability to develop strong and effective grant applications when applying for funds to address the impaired driving issue in Indian Country. Using these materials, NHTSA plans to demonstrate use of the "Model Tribal Comprehensive Impaired Driving Program" in Indian Country. The objectives of this initiative are to: 1. Provide technical assistance to the Tribes in the use of the draft "Framework/Guide" and draft "Model Grant Application" to individual Tribes. Technical assistance will include but not limited to: training, on-site consultations with selected tribes, phone and e-mail consultations, limited assistance with the development and implementation of Tribes overall work plans, including evaluation plans. 2. Collect feedback, additional data and information on program materials and process related to the use and implementation of the draft "Framework/Guide" and draft "Model Grant Application". 3. Refine the draft "Framework/Guide" and draft "Model Grant Application" based on information and additional data collected. 4. Submit final Framework/Guide and Final Model Grant Application for NHTSA approval. 5. Submit a Final Technical Report to NHTSA. Capability The corporate capability statement is expected to address the capabilities required to support the Scope/Background section above, along with the characteristics identified below. The individual(s) and/or organization(s) selected for this effort must: Have extensive knowledge of Native American Tribes and cultures, Have experience in working with the Native American populations; demonstrated knowledge and experience in assessing, evaluating, and developing impaired driving programs for Native American communities; and the ability to provide technical assistance on use of a model impaired driving program in Indian Country, Demonstrate the ability to collect, document, and analyze a variety of data and information from numerous sources, Have experience and expertise conducting qualitative research, data, and information collection (e.g. in person/ telephone interviews, focus groups, etc.), Experience and expertise in writing detailed analytic reports. Ensure that all products submitted are clearly written, complete, internally consistent, contain a thorough documentation of methods applied in the projects research and data/information gathering process. Materials developed through this program will be used especially by Native American Tribes across the US as they develop and implement impaired driving programs in their tribes. Others at the Federal, State and local level working with Native American Tribes will also have access to and use of program materials. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm's ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
