Description
RECOVERY - T he USDA, Agricultural Research Service (ARS) intends to issue a Request for Proposals (RFP) to address deferred maintenance of critical mechanical, electrical, and plumbing systems, and incidental repairs at the Western Regional Research Center (WRRC) in Albany, CA. The original WRRC structure was constructed in the 1930's and 1940's. This project includes the renovation of four floors (45,000 GSF) of the existing south wing, renovations in the existing administrative wing basement, upgrades to an existing exterior steam line, and renovations in the existing overpass building. The original project modernization design consisted of 6 phases of construction. Phase 1 and 2 construction was completed in May 2004. Phase 3A construction was completed in November 2008. The proposed renovations include lead and asbestos abatement, architectural, mechanical, plumbing, electrical, the provision and movement of large, fixed scientific equipment and life safety system for the remaining design phases, known as Phase 3B, 4A, 4B, 5, and 6, in addition to other miscellaneous renovations. In addition, the work includes the re-commissioning of Phases 1, 2, and 3A. The work shall be conducted in four sequences, numbered 1 thru 4, as indicated in the contract drawings and specifications. Each sequence will be inspected, commissioned, and accepted separately. The schedule of items will include a base item and 2 optional items. The base item will encompass work primarily associated with sequences 1-3, option item 1 work is primarily associated with sequence 4 and option item 2 includes work to complete a new roofing system for the south wing. The contract performance time is 900 calendar days after the issuance of the notice to proceed. The Estimated Cost of Construction (ECC) for the project is more than $10 million. The NAICS code is 236220 with a size standard of $33.5 million. This procurement is being issued on an unrestricted basis using full and open competition utilizing the negotiated method by issuing a Request for Proposal (RFP). Bid Bonds are required. Performance and Payment Bonds will be required by the successful offeror. The solicitation documents will be available for viewing and downloading on FedBizOpps ( www.fedbizopps.gov ) on or about 8 January 2010. A single pre-proposal conference and site visit has been tentatively scheduled for 3 February 2010, at 9:00 a.m. at the Western Regional Research Center (WRRC) in Albany, California. Subcontractors are encouraged to attend the pre-proposal conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. Proposals are due on Wednesday, 17 February 2010, at the George Washington Carver Center, ATTN; Ronda Ford, 5601 Sunnyside Avenue, Mailstop 5124, Beltsville, MD 20705-5124. Due to the heightened security at Government buildings, offerors are encouraged to send their proposals via overnight mail. If proposals are sent via regular mail, please allow an additional five (5) days for mail scanning. Couriers will not be allowed to drop proposals off at the security desk; they must take them to the mail room located at the back of the building and therefore must do so in enough time to meet the date and time for receipt of proposals. All responsible sources may submit a proposal which will be considered.
