- RECOVERY ACT - The Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19805 intends to issue a construction contract. The Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for replacing freight elevator, F11, at building #7 at VAMC-Wilmington, DE as required by drawings and specifications. The project scope includes but not limited to: new cab, controls, motors, rails, lights, hydraulic system, etc. Work will also provide upgrading fire alarm work and security measures to control access. Elevator recall, tie-in new shunts trip and fire alarm system work will also be required. Construction activity will involve all disciplines including testing and removal (survey), for hazardous material like lead paint found on conduit in machine room, general architectural, plumbing, mechanical, HVAC, and electrical. If asbestos is found in the remodeling area contractor shall notify the Resident Engineer. Conduits with higher concentration of lead paint shall be disconnected at the fitting joint, if threaded, and recycled. If pipe is not threaded cut or saw the pipe after enclosing the affected area so as not to allow airborne dust. Contractor shall use personal protective equipment. Infection control measures to minimize risk will also be designed into project. All work will be done in accordance with the latest ANSI, VA, UFAS, local, state and federal regulations. The North American Industry Classification System (NAICS) code is 238990. The U.S. Small Business Administration size standard is $14,000,000.00. The entire SOLICITATION issue date will be approximately January 6, 2010 with an approximate response date of February 5, 2010. The entire solicitation, including the specifications and drawings, will be made available only on the Electronic Posting System (EPS) web site https://www.fbo.gov/index?cck=1&au=&ck= Paper copies will not be available. Telephone and fax requests will not be honored. Once the solicitation is posted, it is incumbent upon the interested parties to review the EPS website frequently for any updates/amendments to any and all documents. The solicitation is an Invitation For Bid (IFB) and will be issued as a 100% Service Disabled Veteran Owned Small Business set-aside. An award in response to the soliciation is contingent upon the availability of funds. Bids must be valid for ninety (90) days from the soliciation response date. The project magnitude is between $250,000.00 and $500,000.00. The solicitation will result in a Firm-Fixed Priced Contract. Estimated contract performance is 240 days from notice to proceed. Firms must be registered with the Central Contractors Registry http://www.ccr.gov/, and the Veterans Business Registry http://www.vip.vetbiz.gov/ all perspective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE Code). Firms must submit Representations and Certifications with their bid.
