This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veterans Affairs (VA) is not at this time seeking proposals and will not accept unsolicited proposals for the effort desbribed herein. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Interested sources are encouraged to provide the following information: a. Company profile b. A list of customers for whom they have hosted (including hardware and sub license software) the Cerner Millenium PathNet Laboratory Information System (LIS) in the past 5 years. Include the following details: oFacility Name oFacility size oDatacenter Location, Name oCurrent point of contact at facility (Name, Phone, Email) oApproximate time from contract award to deployment oOverview of the support functionality provided by the company to fully support and maintain the Cerner Millenium PathNet LIS oHardware platforms used to host the application oTechnology refresh examples supplied to the customer oExamples of sub-license software experience c. Deployment, implementation, and support experience. 2.Introduction The Veterans Administration (VA) is seeking vendor sources that are capable of Hosting and supporting, both from a system and application perspective, the Cerner Millennium PathNet LIS. The vendor will be responsible to provide all hardware (including technology refreshes) and sub-license software (including renewals) for an enterprise-level Cerner Millenium PathNet LIS. The vendor will provide a hardware platform, fully configured with the Cerner PathNet LIMS application, interfaced with the VA Hospital Information System VistA environment 90 - 120 days post contract award for the Alpha and Beta site testing locations, as yet undetermined. The Cerner Millenium PathNet licenses shall be provided by the VA for the hosting environment. A service level agreement will include 365x24x7 technical, system and application management support of this hosting environment. 3.Size of Organization The hosting facility needs to support a national deployment architecture that includes: oConnectivity to 127 databases at Parent Facilities supporting 332 locations within the VA hospital system oGreater than 869 ambulatory and community based outpatient clinics o237,146,556 Lab Tests performed (7/07 - 6/08) oApproximately 94,858,622 orders (estimate - 2.5 lab tests per order) o7272 Laboratory Users 4.Hosting Requirement Details This section identifies and briefly describes hosting and technical support requirements that must be supported by the vendor. Prospective sources need to demonstrate and identify proven past performance both as a hosting facility for the Cerner PathNet LIMS and system and application support for the product as this is a mission critical application across the VA enterprise. a.The vendor is to provide the hardware, sub license software, the hosted datacenter, the system support and the application support and have extensive past experience in providing this Hosting Service to the public sector. b.The Vendor shall supply a datacenter facility that: oIs staffed 24x7x365 with technicians that are trained and proficient with Cerner Millennium PathNet LIS applications, Oracle Database, BMC Patrol, as well as all third party and proprietary Cerner tools deployed for monitoring and managing the backend system oHas a fire system connected to both primary and backup power sources oHas a dedicated utility substation located on the grounds oHas full redundancy from the power utility with two separate power generation sources oHas a backup redundant power source, such as a diesel powered generator, with a primary fuel tank and a backup auxiliary high capacity fuel tank oHas fully redundant, Telecommunications Service Priority (TSP) coded, highly available network connectivity from the data center oUtilizes host-based and network-based intrusion agents continually monitoring and alerting on suspected violations of security policy oMaintains state-of-the-art firewalls oData center, (the facility, as well as the outside perimeter) is protected 24x7x365 by a uniformed security organization oThe facility uses state-of-the-art electronic monitoring and surveillance devices, including closed circuit television and card access oThe security systems, access points, doors, and monitoring tools be backed up by automatically deployed emergency power oThe Data center provides dual connections through separate telecommunication providers to our facility oMaintains multiple Synchronous Optical Network (SONET) rings to support the data through the carrier networks at the central offices to ensure connectivity through diversity oUtilizes redundancy throughout the communication network, including two sets of routers, switches, CSUs and DSUs to provide backup and ensure uninterrupted communications c.The vendor must demonstrate proven past performance for high availability and redundancy in support of the Cerner Millenium PathNet LIS: o(N+1 redundancy (defined as a system configuration in which multiple components (N) have at least one independent backup component (1) to ensure system functionality continues in the event of a system failure). To be at a level of N+1, the overall system integrity should not be impacted by the failure of any one component, and should continue to function at acceptable performance levels after the loss of any component.) d.The vendor must demonstrate proven past performance for Full Disaster Recovery support (hardware and software) of the Cerner PathNet Millenium LIS oThere must be a formal Business Continuity Policy and Disaster Recovery Plans in place oThe Disaster Recovery Plan includes the ability to provide a Recovery solutions upon determination of Service Level Agreement recovery (immediate-multiple day) requirements by the VA oThe Disaster Recovery Plan must be in compliance with industry best practices and HIPAA security regulations oThe Disaster Recovery Plan includes back up procedures, emergency notification of occurrence, individual and team responsibilities, prioritization of system power down and start up, as well as documentation and reporting procedures oThe buildings and all components shall be designed to survive threats relevant to its geographic location. The data center shall have N+1 redundancy where multiple components (N) have at least one independent backup component (1) to ensure system functionality continues in the event of a system failure. The vendor ensures that multiple copies of the primary Oracle database are online at any given time and incremental archive logs are stored on separate storage guaranteeing quick recovery from any database issues including corruption. e.The vendor must identify proven past performance with the Cerner Millennium PathNet LIS application and the capability to provide technical support 24x7x365 including but not limited to the following: oThe vendor will supply staff that will have a deep working knowledge of how Cerner Millennium PathNet LIS operates from the backend and front end. Skilled and trained staff to manage and support the application, the operating system, Oracle, Citrix. oThe vendor will provide management of the Cerner Millennium PathNet LIS application to include items such as adding new work locations, personnel, printers, auto-instruments, order items, etc. and system Management to include operating system, Oracle, MQSeries, Citrix, etc. oThe vendor will supply staff to support security, network, system, database, application and interface. oThe vendor will supply technology protection (upgrades, refreshes, new technologies, 3rd party licensing changes, skill sets, etc.) due to end-of-life, architectural changes, and capacity increases due to application requirements. oThe vendor will supply a front-end team that installs and provides support on front end services such as Windows, OS, Active Directory, web interface services and antivirus monitoring. oThe vendor will supply server services (back end): install and monitor back-end systems and database support oThe vendor will supply a network team that assists in the network connectivity and data center operations. oThe vendor will supply a Storage Area Network (SAN) team to handle storage requests and maintenance/issues with the SAN oThe vendor will supply specific operational, management, and monitoring functions as follows: oMonitor and manage performance on the systems 7x24x365 oReboot back end and front end systems on a recurring schedule resulting in now downtime to the end-users oMonitor printing services oPerform database backups nightly, weekly, and monthly oProvide multiple copies of database on spinning disk to aid in quick recovery oProvide online storage of Oracle archive logs to minimize data loss in cases of database corruption oProvide off site tape storage for all backups oRestore system data as required oDocumented recovery procedures oRoutinely test recovery procedures oApply operating and layered product service packs to front end and back end systems oLoad Cerner Millennium service packs as required oFacilitate a full Cerner Millennium upgrade every 12 months f.The vendor shall assume all risk for changes in hosting environment and application support technology oThe High Availability configuration and the day-to-day responsibility of managing this environment is exclusively the vendor's risk. The vendor bears the risk for any changes in the underlying technology needed to support Cerner Millennium PathNet LIS (such as hardware obsolescence). Regardless of how Oracle, or any other layered software (Citrix, MQSeries, etc) changes the way they are licensed or supported, the vendor bears the risk. If additional skill sets for future technologies are needed, the vendor is responsible for providing those resources. g.The vendor must identify proven past performance to supply all Hardware (Production, Non-production, Front-end, Storage, Charting, RRD, Multum) in support of Cerner Millennium. oThe vendor is responsible for provisioning all hardware. The vendor is also responsible for refreshing hardware regardless of the reason - obsolescence, lack of sufficient capacity or age - at no additional cost. The vendor bears the risk of keeping the system available and performing at optimal levels regardless of the changes in technology or the requirements of Cerner Millennium. As Cerner Millennium requires more processing power, CPUs are added. If the bandwidth for telecommuncations needs to be increased, the vendor shall provide for that as well as part of the initial contract pricing considerations h.The vendor shall supply all sublicensed software (Oracle, MQSeries, WebSphere, Citrix) in support of Cerner Millennium. oThe vendor is responsible for provisioning all sublicensed software, and resolving any capacity issues. As the database grows, storage is made available. i.The vendor shall supply all maintenance and support for hardware, application, and Sublicensed Software at no additional charge in support of Cerner Millennium PathNet LIS. j.The vendor shall supply any additional storage at no additional charge in support of Cerner Millennium PathNet LIS. oAs the database grows, storage is made available. oThe storage is not shared. oErase the data using DOD 5220.22-M specifications and then provide a certificate of destruction. k.The vendor shall supply complete technology refreshes as needed at no additional charge in support of Cerner Millennium PathNet LIS. l.The vendor must demonstrate proven past performance to supply Continuing Education and Training of technical staff as needed in support of Cerner Millennium PathNet LIS. m.Vendor must be capable of providing an Authority to Operate for Federal Government systems under FISMA specification. Certification and Accreditation will be required. n.The vendor must demonstrate capability to perform Certification and Accreditation to secure Authority to Operate in the VA. o.The vendor must sign and comply with an approved VA Memorandum of Understanding/INTERCONNECTION SECURITY AGREEMENT (MOU/ISA) consistent with the following: oNational Institute of Standards and Technology (NIST) Special Publication (SP) 800-47, Security Guide for Interconnecting Information Technology Systems shall be followed oExternal connections must be routed through a Trusted Internet Connection (TIC) but this does not preclude agencies from routing other connections through a TIC oThe data center shall be ISO 9001 Certified, HIPAA Compliant and SAS 70 (Type I and II) tested.
