Data Warehouse Development RECOVERY FUNDS Solicitation #AG-3151-S-10-0004 THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal. The USDA, Farm Service Agency has a requirement for a contractor with specialized experience in Data Warehouse Development. This market research is for information and planning purposes only to determine the availability and adequacy of potential small business sources capable of performing the work described to see if there are an adequate number of interested and qualified vendors having the capabilities and experience in a data warehousing environment supporting large mission critical, multi-platform systems; providing time critical customer support; performing effective production problem resolution; and a proactive approach to ensuring maximum system availability and data integrity. This sources sought shall not be construed as a solicitation or as an obligation on the part of the Government. This Sources Sought Notice is issued under the American Recovery and Reinvestment Act of 2009 (ARRA) and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Agriculture (USDA), Farm Service (FSA). A sources sought is being conducted to determine if there are adequate small business contractors available for the proposed project that meets the specific criteria outlined below. This is NOT a solicitation announcement or request for proposal. This does not constitute any commitment by the Government; no award will result from this notice. Responses to this sources sought notice will be used by the Government to make an appropriate acquisition decision. Respondents will NOT be notified of the results of this notice. Interested contractors are asked to provide their capability statements that focus on data warehouse development efforts completed, or substantially completed, within the last five years. This information will be used to determine if FSA will set-aside this effort to small business. After completing an analysis of the responses, the Government will determine whether to limit competition to small business set aside, or to proceed inviting full and open competition. FSA anticipates using an indefinite delivery, indefinite quantity (IDIQ) contract with a performance work statement that will break the effort down into finite tasks that will be fixed price and ordered as needed. ________________________________________ Reference Number: Include Reference Number AG-3151-S-10-0004 on your submission. Place of Performance: The Place of performance will be primarily located in Kansas City, Missouri. Period of Performance: The anticipated period of performance is 5 years with development effort beginning in March 2010 and transitioning to maintenance only in approximately 2.5 years. Scope of Services Data Mart Migration FSA has a need to migrate approximately 22 existing data marts from a legacy platform to a new platform and fully document the resulting data marts. Documentation and migration shall address all aspects of each data mart, including database, batch jobs to load the database, and reporting applications that access the database. Documentation requirements for each data mart include accurate: •metadata populated in a metadata repository •physical data models •flow diagrams showing the complete flow and transformation of data from the originating source to the target (Source systems are on a multitude of platforms including the Mainframe, Centralized Web Farm, and AS400 / System/36 computers in approximately 2300 field offices.) The current data mart architecture consists of an Informix database management system, end user reporting via Hyperion, and a multitude of technologies (Unix scripts, Informix utilities, DataStage scripts, and a few C programs) for batch jobs to load the database. Data files to be loaded into the data mart databases are delivered to a centralized staging server. Routines used to get the data to the centralized staging server do not need to be converted, but must be documented as identified in the documentation requirements. The new data mart architecture is an Oracle solution on a midrange Sun Solaris hardware platform consisting of Oracle Database Enterprise Edition (EE), Oracle Data Integrator (ODI), and Oracle Business Intelligence Enterprise Edition (OBIEE). New Reporting Data Marts In addition to the migrations, FSA anticipates a requirement for creating several new reporting data marts to relieve performance issues against production application databases. This will involve the full lifecycle development of new data marts to move the reporting being performed against the application databases to data marts within the warehouse. ________________________________________ Response: Interested vendors meeting the above requirements and specializations should submit a capabilities statement of no more than 10 pages. Evidence of your experience performing work similar in type and scope to the work within the last five years include: contract numbers, project titles, dollar amounts, and points of contacts with telephone numbers.
